About the Position: Serves as the Human Resource Development Specialist for the Human Resources Command (HRC) as staff advisor on matters relating to civilian and military human resource development programs and talent management and advises and guides HRC leadership and key managers in making the most effective decisions in support of the HRC Strategic Plan, HRC Strategic Human Capital Plan and workforce management and development initiatives.
Duties
Manages the human resource development program through comprehensive evaluation, development, and administration of workforce development programs impacting all HRC employees.
Provides for in-house or contractor design, development, delivery and evaluation of technical and non-technical courses with AMC-wide focus in a manner that provides the most effective and efficient methodology, medium and cost.
Advises HRC leaders and key managers on implementation of HRC workforce development and HRD program matters such as Career Fields 34, 36 and 50.
Directs studies relating to such factors as turnover, mission and technology to identify workforce dynamics, trends, and anticipated changes that may impact the workforce in order to develop short- and long-range workforce requirements and plans.
Based on a broad understanding of workforce development and other human resource programs and their interrelationships, extracts, summarizes, and identifies significant trends and issues.

Specialized Experience for the GS11: I have one year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes designing and conducting Human Resources Development (HRD) studies; assisting in planning workforce training and development projects; making recommendations for complex HRD problem resolution. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11).
