The primary purpose of this position is to serve as the Administrative Officer (AO) for the Connected Care Service Line (CCSL) department at the Malcom Randall Department of Veterans Affairs Medical Center. The incumbent is responsible for the coordination and monitoring of all Connected Care Service administrative programs.

Duties
Major duties include, but are not limited to:
Budget and financial management.
Managing files, databases, and records.
Coordinating activities and communication that supports department operations.
Coordinating and tracking human resource actions, procurement, and contracting.
Performing statistical and other administrative functions.
Making changes to administrative programs to support NF/SGgoals.
Contributing to the quarterly and annual report of the medical center's performance.
Acting as a resource person in planning, reviewing, or revising policies and procedures that impact patient care and service policy.
Participating/presenting in meetings with leadership, various interdisciplinary committees to address administrative management issues, resolve problems and provide recommendations.
Communicating effectively both written and verbally and employing a high level of tact and diplomacy in order to maintain a positive, professional image of CCSL.
Serving as the principal advisor to personnel on administrative management program issues.
Providing advice and assistance to managers and staff concerning agency personnel processes and procedures.
Managing, monitoring, coordinating, and providing regulatory guidance on all personnel actions, organizational structures, and position management for the Service.
Serving as the Contracting Officers Representative (COR).
Acting as lead timekeeper and ADPAC for Connected Care, plus acting as the secondary authority for Equipment Inventory List (EIL) management for the department.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday - Friday, 7:30 am - 4:00 pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.
For a GS-09 position you must have served 52 weeks at the GS-07.
For a GS-11 position you must have served 52 weeks at the GS-09.

Grade Determinations: The following criteria must be used when determining the appropriate grade assignment of candidates. You may qualify based on your experience and/or education as described below:
GS-9:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: coordinating and monitoring the functions of administrative services within an office; completing and reviewing reports; preparing letters, reports, and presentations; purchasing office supplies; and maintaining files and documents. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond one full year of graduate level education.
GS-11:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience providing a variety of management services essential to the direction and operation of a department or organization pertaining to budget/fiscal management; human resources/personnel management; and ensuring compliance with established policies, practices, and procedures. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or three (3) full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond masters' degree.

Physical Requirements: The work is primarily sedentary and is usually accomplished while the incumbent is comfortably seated at a desk or table. Some physical demands such as standing, walking, bending and lifting (up to 40 pounds) is required. Physical exertions including stretching, reaching, and pulling or pushing carts occurs when assisting with inventories or activities involving retrieving items from shelves and cabinets.
