You will serve as a TECHNICAL PROJECT MANAGER (ADMINISTRATIVE/TECHNICAL) in the SPECIAL WARFARE & EXPEDITIONARY SYSTEMS DEPARTMENT of NAVAL SURFACE WARFARE CENTER. This position is equivalent to the GS-13/14 level. The salary range shown above represents all of the positions within the band, including high grade positions. This is not a high grade position; therefore, the salary may be limited to a GS-13 Step 10 (currently $128,043).

Duties

You will establish and implement corporate objectives, identify customer requirements, establish clear and achievable objectives, and track and report project status. You will provide a balance between project objectives, customer objectives, user objectives, and NSWC Crane objectives. You will coordinate with Performing Division Managers, approve the appointment of Task Managers, and coordinate with various Financial Management Core Teams and Project Analysts to establish funding structure and execution of workload. You will perform Department-level project reviews as required. You will analyze performance indexes, such as schedule performance, cost performance, percent complete and percent spent. You will identify trends and recommend necessary action to resolve current or potential performance, resource and/or funding problems. You will initiate, plan, monitor, report, and closeout an assigned portfolio of projects. You will prepare/input Workload Acceptance Website (WAAP) packages for review by the Customer Advocate (CA) and ensure project is in compliance with annual Naval Sea Systems Command (NAVSEA) planning guidance (i.e. Project Planning Tool). You will participate in workload, technical capabilities, strategic and other planning development activities with the Customer Advocate and Chief Strategist. You will ensure compliance with Task Management Policy and 5000-Ser ED-Cost Estimating Guidance for NAVSEA Warfare Centers. You will review project proposals for alignment to Crane integrated command strategy and Warfare Center Technical Capabilities. You will ensure cost estimates, definitive tasking, and statements of work are clearly defined between Crane and the customer relative to cost, quality, and schedule.

  • You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • This is a bargaining unit position.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NT-4 (GS-11/ GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector leading the analysis, planning and task execution of technical operations to maintain project efficiency or effectiveness for an organization.
