The incumbent of this position serves as a Financial Analyst in the Office of Financial Research (OFR), Department of the Treasury, reporting to the assigned Associate Director in the OFR¿s Research and Analysis- Office of the Deputy Director. Duties

As a Financial Analyst, you will: Provide expertise as a subject-matter expert (SME) on specific sectors and activities in the financial system, including but not limited to asset-backed securities; asset management; commercial banking; credit and equity markets; derivatives and structured products; high-frequency trading; housing finance; insurance; options and futures; and short-term funding. Manage and conduct highly complex analysis and technically demanding duties in support of OFR missions. The work consists of independently planning and executing projects related to OFR responsibilities for data collection, analysis and research of specific financial sectors and their role in U.S. financial markets and the financial system as a whole. The results of the analyses and evaluations involved in these efforts are a major input into the policy-making by the FSOC and its member offices/agencies on these subjects. Assist the Director, the Deputy Director of the Research and Analysis Center, and the Associate Director by performing assigned duties, exercising the authorities, and fulfilling the responsibilities of the OFR under the Act. Plan, formulate, conduct, evaluate, and carry out a wide range of financial and technical research and analysis relating to assigned duties and responsibilities.

Qualifications

You must meet the following requirements by the closing date of this announcement. Specialized experience for the OR-53 (GS-13 equivalent): You must have one (1) year of specialized experience that has equipped you with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the OR-52 (GS-12) level in the Federal service, public or other private sectors. Experience with market risk characteristics of fixed income products as well as the ability to analyze short-term and wholesale funding and open-ended funds. Examples of specialized experience could include: Demonstrated experience in conducting in depth financial analysis of complex filings such as valuations, scenario analysis, and simulation as well as deep knowledge of accounting standards and practices; OR Demonstrated experience conducting research and analysis of specific financial sectors and their role in the U.S. financial markets and the financial system as a whole; OR Demonstrated experience analyzing asset-backed securities; or asset management products; or commercial banking products including; credit and equity products; or derivatives and structured products; OR Demonstrated knowledge in fixed income markets, or equity markets, or high-frequency trading; or housing finance; or options and futures markets; and short-term funding markets; OR Knowledge of global rates markets and yield curves: Fed Funds, SOFR, swap markets, Eurodollar, and interest rate futures. Understanding of how these markets affect those for secured funding; OR Knowledge of regulations and policy related to secured funding, liquidity management, leverage, Basel III, liquidity stress testing, LCR, and NSFR; OR Strong quantitative background with demonstrated ability to understand market risk characteristics of fixed income products including mortgage, debt, and interest rate derivatives; OR Ability to analyze short-term and whole sale funding such as money market funds, and open ended funds; OR Demonstrated knowledge of digital assets, including automated financial ledgers, crypto currencies, and other financial technology products, and the emerging regulatory framework evolving around them including payments, lending, and other supervisory issues; OR- Demonstrated experience using software tools to conduct complex financial and statistical analyses (i.e., financial modeling, financial statement analysis, etc.) using large datasets. Qualifying experience does NOT include: Performing economic research or publishing on subjects unrelated to financial institutions, financial firms or their risk management practices or policies.
