This position is assigned to the Fleet Readiness Division (N92); Fleet and Family Readiness (FFR) (N9); Commander, Navy Installations Command (CNIC); Washington Navy Yard, DC. The incumbent provides management with objectively based information for making decisions on the administrative and programmatic aspects of operations, policy and procedures for Navy FFR programs by accomplishing a wide variety of assignments concerned with effectiveness and efficiency of program services and operations.

Supervisory duties comprise 25% of incumbent's time and include but are not limited to:
Performs direct supervisory functions when acting for Fleet Readiness headquarters branch head of senior program analysts, program managers and support staff. This constitutes eight senior management analysts 0343 NF-05/GS-14 level direct reports and one 0343 NF-04 program analyst. Functions as higher level supervisor for a headquarters staff of approximately 90 in support of Fleet Readiness program components. These mid-level program managers/analysts are predominantly 0343 series at grades ranging from NF-04/GS-11 level. These regular and recurring duties provide critical support within the N92 division to ensure operational effectiveness and timely workflow. Provides oversight, technical guidance and ensures continuity of supervision by performing the following:
Plans work to be accomplished by subordinates and sets priorities and deadlines.
Approves and disapproves leave, and advises on telework and compressed work schedules within N92 division to ensure proper coverage.
Assists in resolving grievances, effects minor disciplinary measures such as warnings and reprimands, and makes recommendations on behavior or performance matters of a more serious nature.
Ensures all personnel actions (i.e., selections for hiring, promotion, awards, reassignments, training, etc.) are free from discrimination or any other non-merit factor and compliant with provisions of the EEO program.
Ensures staff work is compliant with applicable Department of Defense (DoD) and Department of Navy (DON) instructions and policies.
Interviews candidates for new or vacant staff positions, recommends appointment, promotion or reassignment to these positions.
Program Management duties comprise 40% of incumbent's time and include but are not limited to:
Serves as a senior analyst for FFR Programs.
Analyzes, evaluates and advises management on the effective delivery of programs and/or the efficiency of program management and operations for N92 programs including N921/Fitness and Deployed Forces; N922/Navy Recreation; N923/Entertainment Services; and N925/Galley.
Drafts replies to, or endorsements on correspondence pertaining to program operations, to include Congressional inquiries or correspondence to higher levels within DoD, government agencies, civilian groups, and to Echelon II commands and installation commanding officers.
Provides program assistance and consultation services for a wide variety of complex interrelated issues/programs.
Confers with counterparts from other Armed Forces branches to review and coordinate Morale, Welfare and Recreation (MWR) policy implementation or to formulate and recommend proposed changes to DON and DoD policies.
Directs, manages and supervises the research, development, monitoring and evaluation of current status and innovations in the N92 programs.
Recommends policy and regulations, and authorizes procedural and operational changes for recreation programs.
Conducts on-site reviews of N92 program areas at installations with respect to overall N92 goals, objectives and financial performance. Analysis is based on research, review of findings, management reports, financial evaluations, service and private sector comparisons, and interpretation of related subject matter including facilities, equipment, funds management, sources of supply, personnel standards, training, instructions, and standard operating procedures.
Provides input/assistance in the annual N92 budget development and monitors the execution of the annual budget.
Administrative Management duties comprise 35% of incumbent's time and include but are not limited to:
Serves as coordinator to facilitate support for the technical direction and guidance, and assessment of compliance with applicable DoD and Navy instructions and policies.
Provides analysis and advisory services on a wide variety of substantive issues with extensive scope and impact on the enterprise-wide N92 programs and Navy FFR.
Identifies data sources, pulls information and prepares reports/studies/projects involving N92 programs.
Maintains liaison with CNIC leadership and other divisions within headquarters FFR (N9) and CNIC N-codes as needed to coordinate policy approval, resource allocation and respond to taskers.
Provides administrative and technical guidance to Navy leadership, Regional Commands, and field activities using statistical data and reports to support recommendations to correct deficiencies and improve performance of N92 programs.

Knowledge of program policies and regulations covering areas of applicable administrative and operational policies and procedures.
Knowledge and experience with N92 program operations and management to include fundamental and technical knowledge.
Knowledge of non-appropriated (NAF) and appropriated (APF) financial management to include budgeting, cost and profitability analysis, internal controls, inventory management, procurement, and facility management.
Skill in the use of computer software commonly used in the workplace.
Skill in applying a wide range of qualitative and quantitative measures and indicators for the assessment, restructuring and improvement of complex operations.
Skill in demonstrating the practical application of consumer-oriented principles of effective customer service.
Ability to exercise all delegated supervisory and managerial authority to the fullest extent possible with responsibility for accomplishing the designated mission.
Ability to supervise and direct the work of other employees, monitor performance, and assure adequate internal control procedures are developed and operative.
Ability to independently plan, develop, prioritize and manage continuing projects, operations and programs.
Ability to interpret complex instructions, directives, and correspondence and apply them to specific situations.
