You will serve as a CIVILIAN PROGRAM MANAGEMENT SPECIALIST in the Directorate for Manpower and Personnel of of HEADQUARTERS US INDO-PACIFIC COMMAND.
Duties
You will provide advisory support services to INDOPACOM and Center for Excellence managers and employees on all appropriated fund civilian personnel program matters.
You will communicate with human resources professionals and managers on a variety of procedural and policy matters pertaining to staffing, classification, employee relations, and other human resources fields.
You will perform position management reviews, classification evaluations, and desk audits.
You will relate position classification to the management processes, manpower issues, budget, and other human resources programs.
You will keep management informed of changes in the staffing and recruitment function and assist them in effectively expediting placements.
You will review, analyze, develop, and coordinate policies, strategies and courses of action on INDOPACOM civilian programs.
Requirements

Qualifications
GS-12 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. I have one year of specialized experience equivalent to the next lower grade level (GS-11) or pay band in the federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Completing position reviews, classification evaluations, or desk audits to clarify and evaluate duties performed; 2) Using a variety of internal and external recruitment strategies to fill vacant positions; 3) Working with manpower or comptroller personnel to determine resource requirements and options emerging to meet manpower needs; 4) Researching classification resolutions such as the application of a new classification standard or appeal decision; and 5) Advising employees and managers on a variety of personnel program support matters including recruitment, compensation, training and development, and leadership development.
GS-11 Level:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector.
Specialized experience must demonstrate performing duties such as the following: 1) Providing technical assistance to upper level management on classification and position management issues; 2) Resolving problems and/or discrepancies related to personnel processing rules, regulations, and procedures; 3) Making position management or organizational design recommendations that are efficient and cost effective to meet manpower needs; and 4) Providing guidance and assistance to employees on personnel program support matters including recruitment, compensation, training and development, and leadership development.

Education Substitution for Experience at the GS-11 Level:
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree;
OR
