About the Position: Serves as the Manpower and Business Analysis Lead Program Analyst for Communications Electronics Command, Information Systems Engineering Command, Mission Support Directorate located in Fort Huachuca, Az.
Duties
Analyzes, evaluates, measures, and reports effectiveness of assigned programs/projects/tasks and progress toward meeting program performance objectives and goals.
Monitors and performs detailed analyses, program progress and utilization of resources.
Ensures that the organizations strategic plan, mission, vision, and values are communicated to the team and integrated into the teams strategies, goals, objectives, work plans, and work products and services.
Estimates and reports on progress in meeting established milestones for completion of assignments, projects, and tasks; and ensures that all team members are aware of and participate in planning for achievement of team goals and objectives.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance, or access, for duration of employment.
- This position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires Temporary Duty (TDY) travel up to 25% of the time.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.

Specialized Experience: One year of specialized experience which includes 1) Provide advice and guidance to key members on budgeting and finance matters pertaining to assigned programs; 2) Oversee and review major programs associated with customer funded programs; 3) Provide recommendation on management control and consistency of program planning, evaluation, and finance; 4) Prepare and present special studies and briefings. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
