You will serve as a PROGRAM MANAGER in the Directorate Ship Management (DSM), Fleet Replenishment Oilers (PM1), Oilers TAO-1 (PM11) of MILITARY SEALIFT COMMAND.
Duties
You will plan, organize and coordinate complex studies carried out by teams of professional analysts and subject matter specialists with diverse interests by using required organizational, administrative and interpersonal skills.
You will manage ship operating costs and understand economic cause and effect on ship repair, operations and new ship introduction.
You will ensure that customer requirements are met in effort to maintain the readiness of all program assets.
You will be responsible for all U.S. Navy TYCOM responsibilities and mission requirements.
You will represent the Commander, Military Sealift Command (MSC) with its customer Fleet Staff (USFF,CPF) on all operational and readiness matters, with the Chief of Naval Operations (OPNAV N4L) for budgetary matters and funding requirements.
You will review, analyze and evaluate data on programs or program segments in terms of effective attainment of objectives and milestones and institute data driven solutions to achieve the objectives and milestones not being met.
You will develop overall strategic planning to maintain readiness of assets formulating program policy and long term plans for resource development and utilization.

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to successfully complete a pre-appointment physical examination.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience using administrative laws, policies, regulations and precedents applicable to the program/project managed;
*Experience developing, recommending, and implementing budgetary policies;
*Experience maintaining readiness of all program assets to include developing overall strategic planning, formulating program policy long term plans for resource development and utilization; and formulating and managing program budgets, acting as funds administrator;
*Experience applying methods, techniques, and concepts in planning, conducting, and evaluating long-range studies and analyses;
*Experience in applying data solutions to small and large problems sets.
