You will serve as a GENERAL SUPPLY SPECIALIST in the NUCLEAR MATERIAL MANAGEMENT DIVISION, NUCLEAR ENGINEERING & PLANNING DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.
Duties
You will develop process improvement for increased accuracy of identification, ordering, and delivery of services and material for future work.
You will ensure the Shipyard is Financial Improvement and Audit Readiness (FIAR) compliant for the Shipyard Supply chain.
You will be responsible for the logistical activities of all work within the area of managing the ordering, expediting, receiving, and inspecting the waterfront material support of the assigned project.
You will develop and execute the planning and coordination of complex acquisition plans for the assigned projects.

- Work is performed in areas where potentially harmful physical and chemical agents are present (e.g. fumes, dust, heat, ionizing and non-ionizing radiation and chemicals). You will be required to participate in medical surveillance programs.
- This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
GS-12
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience developing and/or implementing local Shipyard procedures and practices to support the use of material from DLA and NAVSUP WSS which may impact current Shipyard inventory management of Project or Shop Stores.
*Experience developing and/or recommending new or revised local directives, policies, and implementing instructions.
*Experience recommending several alternatives to problems, challenges and barriers to Project Management.
*Experience approving recommendations made by users and/or lower level inventory management employees to increase stock levels, authorize significant changes in expenditure and stocking levels based on order and usage records.
GS-11
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
*Experience initiating restocking orders, monitoring compliance with orders, and specifying storage points for delivery.
*Experience with administrative processes involving the availability of funds for purchases.
*Experience resolving issues involving conflicting program requirements.
*Experience considering staging points at depots or installations, access and shipping times, costs, and urgency of requests.

Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
Education substitution for GS-11 position:
Successful completion of a Ph.D. or equivalent doctoral degree
or
Successful completion of 3 full years of progressively higher level graduate education leading to such a degree
or
Possession of an LL.M., if related
or
A combination of graduate education and experience as described above that equates to one year of experience.
There is no substitution of education for experience at the GS-12 grade level.
