The primary purpose of this position is to serve at the Hines Enrollment Coordinator. This position will plan, carry out, monitor and supervise assignments to improve the efficiency and productivity of activities of PAS and employees in administrative activities. These programs include Eligibility and Enrollment, State Home requests, Decedent Affairs, Fugitive Felon Coordination, Audio Care, and administrative matters during other than normal tours of duty.
Duties
Incumbent will be well-versed in best practices, change management, analytical techniques, coaching, technology implementation, strategy development and strategic planning. This position will monitor daily functions of all assigned areas including but not limited to means test performance measures; kiosk maintenance, installation and performance measures, as well as managing delivery of kiosk equipment; scheduling functions; registration, health benefits, enrollment timeliness and accuracy, NEAR reports, enrollment inconsistencies; insurance capture; decedent affairs, clinic profiles and creations, Gains and Loss report, demographic updates, new evaluation request, catastrophic disability determinations, scheduler master list, message manager, audio care, VHIC card submissions and program administrator, congressional responses, state home invoice approvals, open encounters, action item completion, hardship requests, and AOD office and after hours ROI releases and scanning.
Tracks data for any trends and recommends improvement where necessary. Supervisor will maintain direct supervision over all employees in these areas, reporting to the Chief, PAS daily on section activities. The incumbent will be asked to provide direct leadership or fill in for management of the sections within PAS, and represent the Chief as necessary, at meetings, conferences, and other functions during his/her absence or at his/her request. Will report directly to Chief, PAS.
Provides technical and administrative supervision and support to the employees in assigned areas. The incumbent oversees the daily operation of the unit, ensures that agency policies and priorities are being followed; functions as timecard approving official, assures adequate coverage in all areas and reassigns staff when necessary; plans work to be accomplished by subordinates, sets and adjusts short-term and long term priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; develops performance standards and competencies; evaluates work performance of subordinates; gives advice, counsel, and instruction to employees on both work and administrative matters; hears and resolves minor complaints from employees; refers group grievances and more serious unresolved complaints to a higher level supervisor or manager; effects minor disciplinary measures such as counseling and admonishments, and recommends action in more serious cases; interviews candidates for positions in the unit; recommends appointments, promotions, and reassignments to unit positions; identifies and provides for training needs; and finds ways to improve production or increase the quality of work within the area of authority. The incumbent carries out Equal Employment Opportunity policies and program activities. Maintains a complete source of comprehensive manpower, space, and equipment data to support efforts to establish, review, or modify resource requirements.
Evaluates the necessary human resources and space to effectively support the mission of assigned program areas.
Serves as the Patient Administrative Service liaison on administrative and eligibility matters with members of the medical staff. Establishes and maintains effective working relationships with Service Chiefs throughout the Hospital. The incumbent establishes procedures and controls over the administrative processing of all individuals who apply for care at this facility to assure the prompt and courteous processing of applications is maintained. Performs first level appeal reviews for enrollment.
Functions as the facility Fugitive Felon Program Coordinator. Ensures program requirements are met in coordination with facility Chief of Staff and Chief of Police. Performs administrative catastrophic disability determinations. Ensures determinations are documented in the veteran's record. Performs 2nd level enrollment determination reviews. Certifies payments for Veteran State Home invoices. Serves as a VAMC of jurisdiction per diem POC for Veteran State Home.
Responsibility for Quality Assurance and plays a critical role in developing and coordinating internal review systems, evaluations or processes for assigned programs to ensure activities are in compliance with agency and regulatory requirements. Analyzes data and identifies trends and concerns of issues, makes necessary recommendations to ensure conformance with standards and established goals, and follows through with implementation of changes and corrections due to findings of internal and external reviews. The incumbent investigates, researches, and prepares responses to complaint mail and Congressional Inquiries.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/19/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: supervise a unit/ team, program administration and management, analytical support, scheduling, workload distribution and evaluation, training, performance review, program coordination. . OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 1 full year of graduate level education. Example: Applicant possesses 6 months of specialized experience at the next lower grade GS-07, and has 1.5 years of graduate level education, which equals 1 full year at the next lower grade level, qualifying them for the GS-09 level.
