This position is located in the Human Resources Management division, Office of the Executive Director, Bureau of Diplomatic Security (DS/EX/HRM).
You will provide a broad range of workforce planning and management services including workforce planning analysis; organizational review; position management; data management; Foreign Service position review; and other analytical/advisory services and special studies.
Duties
Conducts a comprehensive assessment of the Bureau workforce and creates a Bureau workforce profile that includes the employee numbers, types, skill levels, and other key information.
Reviews and analyzes new and proposed legislation, regulations, and other information related to the workforce planning area to determine the impact on the Bureau workforce, and report workforce trends of interest to senior Bureau management.
Conducts comprehensive review of permanent positions for all DS organizations to assure authorized positions are
listed and utilized; identifies inconsistencies and develops actions plans to remedy discrepancies.
Reviews requests for domestic organizational change and steers organizational restructuring effort by providing consultative services to Bureau managers to assure that the requests adhere to the policy and regulations while meeting requirements.
Conducts research and analysis in the development and integration of workforce balancing and shaping to include developing and recommending short- and long-range plans for succession planning.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
-Experience conducting workforce planning, position management, and organizational reviews to meet mission human capital requirements and increase operational effectiveness;
-Experience utilizing quantitative and qualitative analyses to evaluate the impact of human capital initiatives on an organization and make recommendations;
-Experience analyzing, forecasting, and planning workforce supply and demand to ensure a robust organizational structure; and
-Experience coordinating or participating with the development of comprehensive studies to assess and improve an organization's workflow, staff size, and occupational mix.
There is no substitute of education for specialized experience for the GS-13 position.
