This position is located in the Office of Inspector General (OIG), which has statutory oversight responsibility covering the Department of State and the United States Agency for Global Media (USAGM). OIG has the duties, responsibilities, and the powers and authorities of inspectors general under the Inspector General Act of 1978 (IG Act).
Duties
The Office of Inspector General (OIG) is responsible for conducting audits, investigations, inspections and other activities of the programs and operations of the Department of State and United States Agency for Global Media (USAGM) to prevent and detect fraud and abuse and recommend polices that promote economy and efficiency in the administration of their respective programs and operations. The Office of Enterprise Risk Mangement (FO/ERM) is responsible for three distinct portfolios: Enterprise Risk Management Strategic Planning, Strategic Planning and Performance Management, and Policy and Operations Risk Management.
Requirements
- Incumbent will be subject to random drug testing.
- Must be able to obtain and maintain a Top Secret security clearance.
- U.S. Citizenship is required.
- Financial Disclosure Required: Annual OGE Form 450.
Qualifications
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5CFR 300, Subpart F.
Applicants must meet all the required qualification requirements and any selective placement factors described below within 60 days of the closing date of this announcement.
Time-In-Grade Documentation: If you are applying for a higher grade and your SF-50 has an effective date within the past year, it may not clearly demonstrate you meet the 1-year time-in-grade requirement so you will need to provide an SF-50 which clearly demonstrates you meet the time-in-grade requirements (examples of appropriate SF-50s include Promotions, Within-grade Grade/Range Increases, and SF-50s with an effective date more than one year old). Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate proficiency in areas such as the following:
Experience in developing strategic plans.
Experience in building and presenting budget justifications.
Experience in using performance assessment tools to develop standard best practices.
Experience in coordinating with senior management across multiple organizations.
Experience in written and oral presentations.
There is no substitute of education for specialized experience for the GS-14 position.
