You will serve as a LEAD FINANCIAL MANAGEMENT ANALYST in the Liquidation/ GTCC (N8421), Compliance & Travel (N842), Disbursing, Travel & Payroll (N84), Comptroller Department (N8) of MILITARY SEALIFT COMMAND.
Duties
You will identifying travel restrictions, required travel training, area clearances, passports and visas, and overseas travel arrangements
You will be utilizing the Defense Travel System and must be a subject matter expert in the Joint Travel Regulations (JTR) with experience in both Travel Order Writing and Travel Order Liquidation.
You will formulate a budget and estimates to support plans, programs, and activities.
You will be analyzing and/or recommending cost, benefits of alternative methods of financial management of organization's programs and/or administrative operations.
You will be providing advice on effective and efficient methods for the acquisition and use of funds to support organization's programs and activities.
You will be implementing legal and regulatory controls over approved budgets.
You will lead the team in exploring alternatives and determining potential improvements in work processes, methods and procedures.
You will apply skills to the identification, analysis and conceptualization of budgetary problems and/or development of alternative solutions.
You will apply a wide range of standard practices and procedures to phases of an annual budget and/or financial administrative processes.
You will communicate clearly both orally and in writing for the purpose of providing information and guidance to employees led and to management or customers at all levels.

- This is a Financial Management Level 1 certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.

Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as:
Experience developing, determination and interpretation of budgetary policies and practices.
Experience utilizing the Defense Travel System and must be a subject matter expert in the Joint Travel Regulations (JTR) with experience in Travel Order Writing and Voucher Approval
Experience with knowledge of Travel management and experience utilizing the Defense Travel System (DTS) and Citibank
Experience with administrative and financial management systems and identifying, analyzing, and resolving a range of related travel issues.
Experience with interpreting federal travel regulations, examining new or revised regulations and implementing the changes into existing environment.
Experience in identifying travel restrictions, required travel training, area clearances, and overseas travel arrangements.

Education
To qualify for this position based on education requires one of the following:
- Successful completion of a Ph.D. or equivalent doctoral degree
OR
- Successful completion of at least 3 full years of progressively higher-level graduate education leading to such a degree

OR
- A combination of experience and graduate education as described above that equates to one year of experience.
