About the Position: Serves as the Traffic Management Specialist for the US Army Operational Support Airlift Activity, Plans Operations & Training Division, Quality Assurance Branch at Ft. Belvoir, VA, responsible for ensuring that Operational Support Airlift (OSA) requests are properly validated and scheduled in accordance with policies, directives, and regulations of the Department of Defense and Department of the Army.

Duties

Staff, coordinate, and schedule requests for operational use missions from Army organizations worldwide. Input all data into the automated flight scheduling system. Receive and review requests for both Continental United States (CONUS) and Outside the Continental United States (OCONUS) OSA travel from government and military officials. Determine flight crew mission impact by reviewing crew rest, crew duty day, and deadhead ratio. Develop and formulate plans for accomplishing assignments. Review requests for operational use missions from Army organizations worldwide.

Additional information about transcripts is in this document. Basic Requirement for Traffic Management Specialist: A. I have a bachelor's degree (or higher degree) in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. OR B. Experience in or related to traffic management that provided the specific knowledge, skills, and abilities to successfully perform the duties of the position. Examples of qualifying specialized experience include: managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. OR C. I possess a certificate as a Certified Member, American Society of Transportation and Logistics. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: managing aviation transportation; managing aircraft to move passengers or cargo where there is accountability for operating costs; recommending and coordinating modifications to policies, regulations, and procedures to enhance the control and management of aviation services; review commercial airline schedules and costs. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Administration and ManagementCustomer ServiceOral CommunicationTransportation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). Applicants must meet all eligibility requirements and minimum qualification requirements prescribed by OPM within 30 days of the closing date of the announcement.
