You will serve as a Security Specialist in the Administrative Branch of Fleet Area Control and Surveillance Facility (FACSFAC) at FACSFAC JAX.

Duties

You will provide technical security advice to command personnel. You will develop and implement procedures to ensure all assigned personnel who handle classified material are appropriately instructed, cleared, and have a need for access. You will advise top management officials on action to be taken. You will plan, evaluate, and execute a comprehensive security program encompassing all facets for security management. You will direct the development and implementation of comprehensive education programs. You will oversee the duties of the Classified Control Officer, Physical Security Officer, Information Security Manager and the Naval Warfare Publication Custodian. You will identify, plan, and administer short and long-range administrative requirements. You will review personnel records of newly reporting personnel to establish security clearance status. You will process requests for security clearances of newly assigned personnel if no record of a clearance exists in the Joint Personnel Adjudication System. You will conduct manpower reviews to validate billets/positions based on mission tasking, workload data, equipment acquisitions, etc. You will recommend realignment of billets/functions within the command. You will prepare written justifications/ request on manpower matters for submission to higher echelons.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience and knowledge of security regulations, practices and principles with the broad concepts and highly technical aspect of the Information Security and Personnel Security Programs. Including applicable to a full range of complex security responsibilities requiring planning, organizing, directing, operating and evaluating a diversified security program related to personnel and information security. Experience and expert knowledge of physical security, information security, and personnel security to ensure conformance within established guidelines. Experience, knowledge and skill in conducting security inspections, identifying security problems and resolving problems. Experience and knowledge of a wide range of security concepts, principles, and practices to review independently, analyze and resolve difficult and complex security problems. Experience applying policy directions to contractors and government/military officials, and develop guidance for applying security policy, procedures, techniques, equipment, and methods to a variety of work situations and various levels of degrees of security controls. Experience and knowledge of broad range of security program relationships, and expertise in information. Experienced and knowledgeable of administrative practices and procedures common within military organizations, such as area of responsibility, channels of communication, delegation of authority, routing of correspondence, filing systems and storage of files and records. Experience using qualitative and quantitative analytical techniques such as: literature search, work measurement, task analysis and job structuring; deterring staff to workload ratios, organization design, space planning.
