This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
This position will independently plan and carry out projects and analysis of the organizations program requirements; interpret established policies and procedures, and regulations in conformance with established mission objectives and goals. Duties
Independently plans and carries out projects and analysis of the organizations program requirements.
Monitors program funding status, and forecasts funding needed to support assigned programs.
Establishes schedules for planning, coordination, and accomplishment of work to facilitate program operations and acquisition planning.
Provides substantive management support services in the areas of program cost and analysis, annual and multi-year fiscal planning, development of annual work-plan(s), and contractual activity for PM programs which are interrelated.

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Business - Financial Management within 60 months of entrance on duty.
- THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position. Selectees must meet position requirements for this certification at Level II within 24 months for entrance on duty.
- This position requires pre-employment financial disclosure (OGE-450) and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This is a Term position scheduled to last 5 years. A term position may be extended to a maximum of six years depending upon the needs of management.
- Term employment is subject to a one year trial period. Employees serving a trial period can be removed with limited appeal rights.

ADMINISTRATIVE CAREERS WITH AMERICA (ACWA) ASSESSMENT: This series is covered under the ACWA examining program. The position is being recruited at the NH-02 (GS-5-11 equivalent) grade level. You must meet the qualification requirements for the position and complete/pass the ACWA assessment.
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. General Experience for NH-02 grade level: Three years progressively responsible experience, 1 year of which was equivalent to at least the NH-01/ GS-04 grade level, which includes: 1) Executing small scale acquisitions for the organization utilizing the Government Purchase Card (GPC) while adhering to all regulations laws and policies; 2) Entering and managing human resources data via specialized database; AND 3) Monitoring travel funding via Defense Travel System (DTS). This definition of general experience is typical of work performed at the next lower grade/level position in the federal service (NH-01/GS-04).

Education: Four-year course of study leading to a bachelor's degree (you MUST attach a copy of your transcripts).
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 36. Then divide your total number of completed undergraduate semester hours (or equivalent) by 120. Add the two percentages.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
