This position's primary purpose will include Information Assurance and related Cybersecurity related initiatives in support of Enterprise Business Systems - Convergence and/or PEO EIS mission areas.

Duties

Assesses security posture of classified and unclassified Information Systems using a variety of automated tools to identify or actual vulnerabilities. Studies, interprets, and develops guidelines in Cybersecurity when established or standardized system or methods are nonexistent or inadequate. Develops guidance and procedures for implementation of the PEO Information Assurance Program, in accordance with Army Regulation 25-2. Implements program guidance on procedures, methods, and techniques to protect classified and unclassified material when processed or stored on automated systems. Performs a variety of substantive and comprehensive management tasks to assist in the administration of an effective cybersecurity program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • One year trial/probationary period may be required.
  • You will be required to provide proof of U.S. Citizenship.
  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at Level 2 (Practitioner) in the Acquisition Career Field - Information Technology within 60 months of entrance on duty.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires submission of a Financial Disclosure Statement, OGE-450, upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires a valid state-issued motor vehicle driver’s license be maintained throughout employment.
  • This is a Defense Cyberspace Workforce Framework (DCWF) position as outlined in DoDD 8140.01 - Cyberspace Workforce Management, Encl 2, Par 9(c)(d).

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: In order to qualify for this position your resume must describe one year of specialized experience equivalent to the NH-02 (GS-11 or equivalent) grade level in the Federal service which includes: (1) Assessing security posture of classified and unclassified Information Systems of both computers and telecommunications systems; (2) Ensuring the organization follows policies and directives in Automated Information Systems (AIS) and information systems security; (3) Utilizing expert knowledge of a wide range of information system security concepts, principles, and practices to plan, direct, and evaluate Army security programs for Automated Information Systems; (4) Administering the Enterprise Mission Assurance Support Service (eMASS) for managing users and systems through the Risk Management Framework; AND (5) Evaluating data from various sources, recognize security implications when aggregated, and applying classification principles to protect sensitive information in the field of cybersecurity. AND Applicants must have IT-related experience demonstrating each of the four competencies listed below based on the grade level required of the position being filled: 1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.

It provides leader training and education that supports civilian leaders' career path requirements and professional development, and promotes lifelong learning and self-development as integral parts of the civilian leader development program. CES provides leader development opportunities for Army civilians. The following course and time requirements apply to this position:
  • The Foundation Course (FC) is required for all employees hired after 30 September 2006.

This is a DOD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for the demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified job classification, streamlined hiring processes, and expanded developmental opportunities.
