About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S. Army Joint Forces Headquarters, Fort Eisenhower, Georgia.
Duties
Coordinates with higher headquarters and human resources offices to obtain position management guidance on requirements for civilian and military structure.
Responsible for review of programs and performing cost analysis associated with appropriated fund operations in the subordinate commands and the headquarters.
Identifies and recommends overall system improvements.
Maintains liaison with higher headquarters and subordinate organizations on personnel and administrative management.
Prepares and conducts detailed analysis of reports and requests for assistance in resolving personnel management and administration problems.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- Must undergo and successfully complete an initial and periodic Counter-Intelligence Polygraph (CI Poly) examination with No Deception Indicated (NDI).
- Must pass an initial and periodic urinalysis screening for illegal drug use.
- Must be able to obtain and maintain access to NSA and Defense Intelligence Agency (DIA) accredited facilities and networks. [Military External Affairs Division (MEAD) Security In-Processing (SIP) process.]
- Temporary duty travel may be required approximately 10% of the time.
- May be required to carry a cell phone or other electronic device during on call status outside normal duty hours.
- Shift work, irregular tours of duty, and/or extended duty may be required.

To qualify based on your experience, your resume must describe One Year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by 1. Analyze organization resourcing against the planning, program, budgeting, and execution process to make recommendations. 2. Assist with resourcing prioritization, analyze resource management process and develop strategies to integration with other staff processes.3. Conduct analytical studies to improve organizational structure, functions, resources and work processes. 4. Develop personnel management programs to establish baselines, track changes, manage requirements and analyze manpower submissions to determine need for additional allocations.5. Advise on regulations and policy types, such as but not limited to, civilian employment regulations and instructions, Joint Travel Regulation, Time & Attendance, Federal Acquisition Regulation, and multiple Army Cyber Policies.
