This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as Assistant Program Manager responsible for managing new systems through advanced development, production and fielding.

Duties

Serve as Assistant Program Manager responsible for managing the planning, acquisition, fielding and support for assigned Foreign Military Sales program. Direct the work of specialist within the office and, through functional mangers, the activities of a great many matrix support specialists. Review data relating to short- and long-term technical management, financial objectives and requirements to keep abreast of US program progress and anticipated problems to ensure synchronization for FMS programs. Maintain direct channel communications with system users and the user community. Coordinate planning, acquisition, fielding, and support for Foreign Military Sales program.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.

  • One year trial/probationary period may be required.

  • Temporary duty (TDY) travel may be required up to 25% of the time.
  • This position may perform limited supervisory functions in the absence of the Project Manager or Product Manager.
  • Must maintain and obtain a Secret clearance.
  • This position requires submission of a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
  • Applicant selected must sign DA Form 5019 (Condition of Employment For Certain Civilian Positions Identified Critical Under the Department of the Army Drug-Free Federal Workplace Program)
  • Applicant selected must pass urinalysis testing as required prior to appointment and periodically thereafter.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. To qualify, your resume must describe at least one year of specialized experience which has equipped you with the knowledge, skills, and abilities to perform successfully the duties of the position and that is typically in or related to the work of the position to be filled. This typically includes work performed at the next lower grade/level (NH-02/GS-11) position in the federal service. Specialized Experience: One year of specialized experience at the NH-02 (GS-11 equivalent) level in the Federal service that includes: 1) Executing cost, schedule, performance, and risk activities within the acquisition life-cycle framework; 2) Coordinating acquisition support activities necessary to meet program objectives; and 3) Performing periodic reviews of financial execution to include obligations and expenditure.
