The position is in the Foreign Service Institute (FSI), School of Professional and Areas Studies (SPAS), Office Management Training (OMT) Division. FSI furnishes training and instruction to personnel of the U.S. Department of State (DOS), and to many other Federal Departments and agencies for whom training in the field of foreign affairs is necessary.
Duties
Serves as instructor/facilitator for various OMS training courses and modules of the Division’s training
curriculum.
Designs, delivers, evaluates and coordinates stand-alone training programs to improve overall operational effectiveness of foreign affairs professionals.
Develops and implements OMS training programs, seminars, and conferences tailored to meet specific needs
of individuals, Bureaus and offices to enhance employee performance and organizational effectiveness.
Participates in designing and developing new OMS courses and modules in various training program areas.
Advises on using educational technology and computer-based training in courses and programs of the Division and the School.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience in designing and delivering training, integrating it with other courses, and advising on appropriate instructional methods.
Experience in developing and implementing assessment instruments to evaluate results and effectiveness of training programs.
Experience in revising existing courses and modules to update material and ensure training is valuable and applicable to the intended audience.

Note: Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s); supervising or administering a training program; development or review of training / course materials, aids, devices, etc., and evaluation of training results; or work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.
There is no substitute of education for specialized experience for the GS-13 position.
