This position is in the Career Transition Center (CTC) of the Transition Center (TC), in the Foreign Service Institute (FSI), US. Dept. of State (FSI/TC/CTC). The CTC supports efforts of full-time US DoS employees and other foreign affairs agencies to transition from full -time government work due to retirement or involuntary separation.
Duties
Advises on the design of evaluation tools, carries out course evaluation, provides feedback and advice on segment content and presentation redesign to course presenters and adjusts course programs to reflect outcomes of that analysis.
Provides personnel policies and guidelines to Civil and Foreign Service as part of comprehensive counseling to program participants seeking assistance concerning employment after retirement and on matters related to family member employment issues.
Conducts intensive counseling sessions in individual and group settings covering all transition-related and personnel retirement/separation issues.

Qualifications
Applicants must meet all the required qualification requirements described below by the closing date of this announcement.
NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.
Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.
Applicants must have 1 year of specialized experience equivalent to the GS-12 level in the Federal service which demonstrates a practical knowledge of the subject area of the position and of the methods and techniques of instruction to successfully perform the duties of the position. Qualifying specialized experience must demonstrate the following:
Experience implementing training goals and objectives and determines the best methodologies and techniques in presenting TC courses;
Experience performing a wide range of counseling activities relating to post-retirement transition and job-search techniques related to courses through live, in-person training in classrooms, and in virtual formats;
Experience assisting with marketing outreach efforts to develop potential employers and new sources of jobs and volunteer work for JSP Center participants.
There is no substitute of education for specialized experience for the GS-13 position.
