Duties
Major Duties
As a senior HR Specialist, you oversee all phases of the Pathways and Presidential Management Fellow (PMF) Programs.
Your major duties and responsibilities include:
Providing guidance to management officials regarding a full range of recruitment initiatives, program requirements to hire, promote and assure the effective placement/conversion of Pathways Internship, Recent Graduate and Presidential Management Fellows Programs participants at the appropriate time.
Developing, implementing, and managing the Pathways and PMF program to ensure policy, plans and strategies focus on the recruiting and retention of talent, enhancing employee competence, and increasing participant's satisfaction and engagement.
Establishing procedures for periodic evaluation of the program's effectiveness, assesses progress in meeting established Pathways and PMF program goals and determines compliance with established federal and agency HR regulations, policies, and procedures.

Requirements
- U. S. Citizenship is required.
- All qualifications and time-in-grade requirements must be met by the closing date of the announcement. Federal applicants must submit an SF-50 to show status and time-in-grade.

- PHS Commissioned Corps applicants must submit current personnel orders.
- A one year probationary period may be required.

QUALIFICATIONS REQUIREMENTS:
MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
In order to qualify for this GS-13 position, your resume must clearly demonstrate that you have one full year of the minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-12 level in the federal service.
Examples of minimum qualifying specialized experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
Providing expert technical, administrative support and operational guidance on Federal HR Pathways and Presidential Fellow Programs (e.g., advising internal and external stakeholders, recruitment, and staffing) and ensuring compliance with program requirements.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A COMPETENCY is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.
FEDERAL PATHWAYS PROGRAM - Applies knowledge of appropriate federal statues, regulations, policies, and procedures for Pathways and Presidential Management Fellow Programs.
RECRUITMENT AND STAFFING - Understands and demonstrates knowledge of HR concepts, principles, and practices related to identifying, attracting, and selecting individuals and placing them into positions to address changing organizational needs.
HUMAN RESOURCES ADVISER - Applies knowledge of human resource policies & procedures (e.g., Title 5, Title 42, Title 38, Senior Executive Service, hiring authorities, etc. ) to advise and assist managers in staffing, position management, compensation, etc.
