You will serve as a MANAGEMENT ANALYST in the COMPTROLLER DEPARTMENT of PORTSMOUTH NAVAL SHIPYARD.

Duties

You will perform a variety of administrative duties ranging from maintaining historical records, personnel training and development and coordinating special programs. You will seek innovative training opportunities for personnel to incorporate into annual training plan. You will provide innovative ideas to improve efficiency, work conditions, space layout, and workflow. You will assists in matters of human resources, personnel actions, and budget planning during peak workload times.

Requirements

  • Must be a US Citizen.
  • Must be determined suitable for federal employment.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time

Qualifications

FOR THE GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying management and analysis methods, theories, techniques, and procedures by gathering data and analyzing statistics to propose sound recommendations/conclusions; Experience leading auditing, studying, and analyzing organization plans; Experience creating reports, presentations, and graphs to express information and suggest improvements/changes in management procedures; Experience compiling, organizing, and maintaining records of sensitive data, financial records, training records, and other records of historical importance; Experience reviewing, developing, gathering data to insure existing and proposed directives are current; Experience participating or coordinating in projects and collective efforts that require involvement of other Departmental personnel. FOR THE GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying management and analysis methods, theories, techniques, and procedures by gathering data and analyzing statistics to identify or provide a resolution; Experience participating auditing, studying, and analyzing organization plans; Experience assisting in creating reports, presentations, and graphs to express information and suggest improvements/changes in management procedures; Experience compiling, organizing, and maintaining records of sensitive data, financial records, training records, and other records of historical importance; Experience reviewing, developing, gathering data to insure existing and proposed directives are current; Experience participating in projects and collective efforts that require involvement of other Departmental personnel. Education

FOR THE GS-11:
Successful completion of a Ph.D. or equivalent doctoral degree
OR
Successful completion of three full years of progressively higher level graduate education leading to such a degree
OR
Possession of an LL.M., if related.
OR
A combination of experience and graduate education as described above that equates to one year of experience

FOR THE GS-09:
Successful completion of a master's or equivalent graduate degree
OR
Successful completion of two full years of progressively higher level graduate education leading to a master's degree
OR
