About the Position: The position is located in the Contract Admin Division, Materials Management Department, Director for Administration at the Navy Medical and Readiness Command, Portsmouth, Virginia as a technical liaison between the contractor and the contracting officer providing healthcare services contract development, oversight and administration.
Duties
Serve as consultant to all disciplines regarding contracting issues, answering pertinent questions regarding the meaning of contract terms and conditions.
Assure satisfactory performance and deliver of the final product under the contracts.
Perform a wide range of contact surveillance duties in support of healthcare and contracting efforts to include pre-bid quality assurance (QA), QA inspections and performance of certain contract administrative e functions.
Monitor clinical and administrative activities contracts.
Review pre-bid contract specifications for compatibility with contract proposals.
Conduct pre-bid site visits and inspections.
Attend pre-performance contract conferences to explain scope of work requirements to contractor to develop all documents pertinent to the contract and discuss all aspects of the contract in detail.
Serve as point of contact for the contractor and as the liaison between the contractor and the contracting officer.
Implement the Quality Assurance Surveillance Plan (QASP) and record results of each quality review. Determining the effect of each action on the three most important facets of the contract: cost or price; deliver; and performance.
Perform on-site inspections to observe work methods employed to assure compliance with contract specifications, savety practices and document the utilization of supplies, equipment and/or materials.
Identify and document deficiencies, furnish documentary proof, and prepare government estimates for unacceptable level of effort or time using appropriate cost estimation techniques.
Review and evaluate requests for contract modifications and change orders.
Review contractor invoices against inspection reports.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- The incumbent of this position must file, initially and annually, a Confidential Financial Disclosure Report (SF-450) in accordance with the requirements of DoD Directive 5500.7R and BO 5370.11.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- This position has a Temporary Duty (TDY) or business travel requirement of 5% of the time.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience: One year of specialized experience which includes, reviewing contract details for completeness in accordance with established guidelines; monitoring contract activities and/or performance for compliance with contract specification; utilizing financial systems to track contract financial data; and providing technical assistance to the customer and contractor with contract interpretation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education: Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Acquisitions, Contract Administration, Contract Management, or Accounting. (Note: You must attach a copy of your transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).
