Duties

Knowledge of Geographic Information Systems (GIS) and related technology to use seasoned judgment and advanced analytical techniques to solve complex geospatial and GIS issues and recommend changes to established geospatial procedures and methods. Ability to utilize GIS and related technology to improve business operations and natural resources management activities within the local organization. Knowledge of geographic/cartographic sciences, interdisciplinary resource management/database management to design, develop, and manage geospatial databases. Knowledge of appropriate database design principles to identify interrelationships within GIS data. Knowledge of functions, principles, techniques of land use planning, including outdoor recreation and interdisciplinary resource management to assist in the integration of Enterprise GIS with long/short-term planning and management activities. Knowledge of interrelationships between natural and cultural resources (i.e., range, wildlife, soil, water, minerals) programs to work with a diverse group of individuals to coordinate and implement geospatial applications. Ability to effectively communicate orally and in writing with a variety of audiences to present complex/abstract ideas and information in easy-to- understand formats that increase understanding of Bureau programs, policies, and objectives. Ability to provide clear and convincing oral presentations, listen to others, attend to nonverbal cues, and respond appropriately.

Qualifications

In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. No assumptions will be made about your experience. For the GS-09 level: 1 year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as solving various procedural and factual geospatial and GIS issues, digitizing geographic information, analyzing environmental factors, and conducting 3D/spatial analysis and geospatial modeling. For the GS-11 level: 1 year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as supporting business operations and natural resources management in GIS, distinguish data parameters for projects, solve complex geospatial and GIS issues, calculate cumulative impacts of various environmental factors, conduct 3D/spatial analysis and geospatial modeling, digitize geographic information. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Physical Demands: The work is primarily sedentary, requiring long periods of sitting in one position, intense concentration, and working for several hours at a time. Stress may be experienced on a regular basis in attempting to respond to conflicting objectives and in working against tight deadlines with limited resources. Work Environment: The work is primarily in an office/computer room environment. Occasional fieldwork may be required. Fieldwork is in support of resource mapping projects and involves extended days of travel, sometimes in poor weather conditions. The incumbent must be comfortable with less than ideal conditions in remote settings in the accomplishment of mapping projects.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
