You will serve as a Quality Assurance Specialist (Shipbuilding) in the Quality Assurance Manager (Code 900Q), Production Department Analysis & Business Manager (Code 900A), Production Resources Department Manager (Code 901), Production Resources Department (Code 900) of NORFOLK NAVAL SHIPYARD.
Duties
You will conduct internal program, process, and ship overhaul audits to identify quality problems and opportunities for improvements.
You will develop and revise audit plans, assemble and train audit team members, direct audit evolutions, prepare reports, and conduct follow ups to assure that corrective/preventative actions have been implemented.
You will conduct investigations of reported equipment/systems failures to identify responsible parties, root causes, and corrective actions needed to prevent recurrence.
You will provide production support for investigations identified by damage and waste, guarantee of industrial work and chronic quality problems requiring utilization of a failure analysis team.
You will conduct studies of work processes by collecting, sorting, grouping, and analyzing process data for quality trends.
You will be a troubleshooter who monitors the rework program to identify and prevent recurrence of rework, determining the causes and developing a plan of action to improve methods, procedures, and machinery.
You will develop and revise work documentation forms and process control procedures to improve conduct reliability.
You will review training materials and assist in special quality assurance training classes for employees of the shops.

- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Experience working with naval shipyard policies and procedures related to engineering, planning, production and administration.
Experience demonstrating oral and written communication skills to conduct interviews and training classes.
Experience preparing clear, informative, written reports.
Experience interpreting drawings, plans, specifications, job orders, and other documents used by the Production Resources Department Shops.
Experience identifying basic ship types, configurations, and systems to facilitate shipboard onsite inspections of failed systems/components.
Experience utilizing quality assurance concepts, principles, and methodology to utilize in developing and implementing an effective, economical shipyard Quality Assurance program.
Experience performing audit, investigative and analysis methods and techniques to conduct effective audits/investigations.

Education
Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.
