About the Position: This position supports the mission of the Deputy Assistant Director, Strategy, Plans, and Functional Integration Directorate (J-5 DAD SPFI) in support of the Quadruple Aim Performance (QPP) process and is located in Falls Church, Virginia.

Duties
Support, develop, and measure the OASD(HA) and DHA Strategy Management Program to achieve the mission of the Military Health System (MHS).
Facilitate implementation of communications plans of strategy and progress in achieving goals to all levels of the organization.
Integrate planning and budgeting and business planning through coordination with appropriate functional owners.
Promote knowledge management by ensuring that best business practices are shared across the DHA and MHS, appropriate benchmarks for performance are established and data configuration control is maintained.
Interface with Executive Branch officials, military and veterans service organizations, industry and professional organization representatives, and other stakeholders to develop and communicate policies within jurisdiction of the DHA.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.

Specialized Experience and/or Education for GS-09:
Specialized Experience: One year of specialized experience which includes assisting in identifying areas of improvement for work operations; reviewing new strategies to ensure effectiveness to work methods; and drafting communications for new strategies and/or policies across all levels of the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.
Education and/or Experience for GS-11:
Specialized Experience: One year of specialized experience which includes identifying areas of improvement for work operations; formulating work strategies for review by management; and communicating policies and/or strategies across all levels of the organization. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience for GS-12:
Specialized Experience: One year of specialized experience which includes evaluating the effectiveness and/or efficiency of work operations; assisting in the development of new or modified work strategies; and reviewing documentation for commitment of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Specialized Experience GS-13:
Specialized Experience: One year of specialized experience which includes evaluating the effectiveness and/or efficiency of work operations; make recommendations on process improvements to management; develop new or modified work strategies; and coordinate documentation for commitment of funds. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
