This position is part of the Organization of the Joint Chiefs of Staff. The incumbent develops a training environment using Live, Virtual & Constructive Training Domains to replicate a real world environment. Joint Training Synthetic Environment includes infrastructure; synthetic representation of the operational space all domain interaction (air, land, sea, space cyber, electromagnetic spectrum, information, etc).

Duties

As a TEST AND EVALUATION INTEGRATION MANAGER at the GS-0301-14 some of your typical work assignments may include: Serving as a Senior Test and Evaluation (T&E) Integration Manager and functional lead for a matrixed team (government/contractor) involved in the strategic/operational planning, refinement of requirements, research, design, architecture assessment, technology roadmap development, software development, integration, testing, and transitioning of complex systems, capabilities and technologies of the existing and emerging data-centric Joint Training Synthetic Environment (JTSE) to support Joint Training and Force Development. Overseeing, creating, and maintaining an operationally representative Joint Training federation of models, simulations, and tools. Aligning existing and evolving developmental approaches to include Scaled Agile Framework (SAFe) and traditional Waterfall methodologies, across the Joint, Service, and Agency (JSA) Modeling and Simulation (M&S) Federation. Integrating authoritative operational force and geospatial data as the foundation for JTSE, JTT and JLVC capabilities in order to provide the most up to date and accurate capabilities to support realistic and effective Joint force development and Joint training. Functioning as a T&E/Integration manager, leading, coordinating and executing advanced systems engineering and software design for information systems, M&S services, Simulation to C4I interfaces, JELC planning and operations toolsets, simulation and tactical communication protocols and interface specifications, databases, and data requirements for M&S, machine learning, and AI applications by applying state-of-the-art technologies. Serving as a technical functional lead over contracted JTSE integration software engineers and scientists, and coordinates with Joint, Agency, Service and Mission Partner stakeholders, in determining technical approaches needed to meet current and future demand for JTSE functionality that are to be tested for operational employment. Serving as project manager responsible for the integration of the most relevant, operationally accurate, and stable federation of models, simulations, and tools. Providing technical input, advice, and guidance; and performs final technical reviews within the organization on aspects of training environment systems simulation, C2 system stimulation, communications management and interoperability Responsible for guiding and providing technical consultation for T&E, Validation and Verification, and compliance of the JLVC and JTSE with DoD M&S and C4I policies and mandates. Providing vision for the development of innovative and experimental processes, procedures and methodologies necessary to inform the development of data centric, cloud-based, enterprise M&S as a Service (MSaaS) capabilities. Responsible for integrated testing, implementation, and assessment of nascent M&S software solutions; conceptual, logical and physics-based data and execution models; internal and external M&S applications.

Qualifications

You may qualify at the GS-14, if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-13 grade level in the Federal service: Utilizing the concepts and practices of Modular Open System Architectures (MOSA), Scaled Agile Framework (SAFe) software development methodology, developing software compliant with Risk Management Framework (RMF), on aspects of training environment systems, data management, and interoperability challenges; Providing technical leadership for Modeling and Simulation (M&S) solutions, Test & Evaluation (T&E), Verification and Validation, exercise/event planning and execution to interdisciplinary teams that perform the development and integration of M&S solutions in a Joint federation of Joint, Service and Agency models, simulations, and tools; Applying sources of data, data exchange protocols, Command and Control (C2) / Command, Control, Communications, Computer and Intelligence (C4I) protocols/message formats, schemas and runtime formats including force structure, system characteristics, and exercise data for joint training operational environment; Developing software and tools used in globally integrated and Combatant Command (CCMD) exercises software data standards, architectures, and data requirements to support the development, integration and transitioning of tools that support the Joint Event Lifecycle (JELC) process. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
