About the Position: This position is Permanent and located with the Information Systems Engineering Command, Mission Support Directorate at Fort Huachuca, Az.
Duties
Serves as the Manpower and Business Analysis point of contact on matters pertaining to internal fiscal management activities.
Manages budget requirements, civilian personnel support and primary liaison to ISEC directorates supporting program managers.
Analyze budget requirements, personnel structure, and organizational chart.
Recommend alternative cost methods for the organizational programs.
Implement legal and regulatory controls over approved fiscal budgets.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Must obtain and maintain a Secret security clearance.
- Temporary Duty Travel (TDY) required 25% of the time
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience:
One year of specialized experience equivalent to the GS-09 grade level which includes: (1) formulating budget and cost estimates to support organizational programs; (2) evaluating budget request and developing recommendations for funding adjustments; (3) Preparing reconciliations for various financial reports. This definition of specialized experience is typical of work performed at the second lower grade/ level position in the federal service. (GS-09)

Education:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.

Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirement is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 120 Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
