Duties

1. Provides management and planning for user missions on SATCOM constellations. Engages in long-range planning and provides immediate responses to requests for satellite access/allocations including frequency and transmit power for user terminals when deployed in the command area of responsibility. 2. Serves as staff action officer responsible for large-scale and other complex or labor-intensive projects involving major MILSATCOM and related information systems. Responsible for establishing network operations policy and plans. 3. Ensures representation at meetings, conferences, and ad hoc working groups. Participates in various panels, study groups, work groups, and planning activities at command and higher echelon levels.

  • May be required to travel by military or commercial aircraft in the performance of TDY assignments
  • Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise
  • May be required to work overtime on an unscheduled or emergency basis

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Basic Requirements: Undergraduate and Graduate Education: Major study -- electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled. Other Education: Communications/electronics or automatic data processing training in technical institutes or business schools above the high school level or in Armed Forces schools that included advanced instruction in addition to basic courses, may be substituted for general experience on a month-for-month basis. OR SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-02, equivalent to the next lower grade GS-11 or equivalent in other pay systems. Specialized experience includes: knowledge of a wide range of communications concepts, principles, and practices to accomplish work processes through the use of telecommunications devices, methods, services, and facilities. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Expert technical knowledge of satellite payload management, network management, and telecommunications systems. 2. Expert knowledge of policies, plans, objectives, requirements, and capabilities of SATCOM systems. 3. Experience in conducting studies involving both long-range and short-range plans involving the control aspect of satellite communications. 4. Skill in performing trend analyses for SATCOM terminals and satellite segments to determine technical supportability. 5. Ability to analyze technical work of satellite payloads and ground station architectures. 6. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing, including writing plans and technical documents, requirements, procedures, and technical analyses. 7. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. 8. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
