Duties
Advise in all aspects of Civilian Huma Resources and systems related to the recruitment process including coordination with the Civilian Personnel Advisory Center (CPAC).
Serve as the liaison between the CPACs and supervisors/managers/Command within the dedicated area of responsibility.
Produce and analyze information from various personnel reports from these databases and researches discrepancies to ensure that information is accurate and current.
Ensure that all required supporting documentation is received and that the request meets regulatory and procedural guidelines before routing.
Advise in all aspects of the recruitment process to include coordination with the Civilian Personnel Advisory Center (CPACs) and management.
Explore solutions to problems within assigned area of responsibility and recommends action to the supervisor.
Train operating level action officers and supervisors on civilian personnel action processing techniques and pertinent software to be used.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has a mandatory seasonal influenza vaccination requirement and is therefore subject to annual seasonal influenza vaccinations.
- Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.

In order to qualify, you must meet the education and/or experience requirements described below. Specialized Experience:: One year specialized experience equivalent to at least the GS-09 level which included work providing guidance, and advising on hiring and recruitment processes, classification of position descriptions and utilization of standardized position descriptions using two or more of various data bases such as Civilian Personnel On-Line (CPOL), Electronic Official Personnel folder (eOPF),DoD Performance Management and Appraisal Program (DPMAP), Defense Civilian Payroll System (DCPS) or AutoNOA to input, retrieve and edit data. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Human Resources Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
