This vacancy is for an Equal Employment Specialist in the Office of Civil Rights, Office of the Secretary within the Department of Commerce.
Duties
As an Equal Employment Specialist, you will perform the following duties:
Develops and coordinates programs, training, and special observance events in concert with Employee Resource/Affinity Groups, serviced bureaus, and others, as needed. Advises these same groups and offices on the effectiveness with which programs are executed throughout the Department by monitoring and evaluating program activities designed to address the less-than-expected participation rates of certain EEO groups.
Contributes to/participates in the barrier analysis process and working group; assists the AEPM with workforce analysis and identifies barriers facing assigned groups; makes recommendations to address barriers and enhance the employment opportunities for these groups.
Develops and presides over SEP groups (as required) that meet the objectives, goals, and needs of the community it serves; serves as moderator for various panels/programs, runs and trouble- shoots virtual and in- person events; and participates in the development of the budget relative to SEPs, special observance programs, and other events.
Serves as liaison between management, internal and external groups/organizations, and the employees of the special emphasis group; coordinates/attends meetings, programs, and briefings between the parties; establishes and maintains effective relationships and communication between these parties; interfaces with other SEPMs; Diversity, Equity, Inclusion, and Accessibility (DEIA) professionals; and other Employee Resource/Affinity Groups.

Qualifications

Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
SPECIALIZED EXPERIENCE: You must possess one full year (52 weeks) of specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as: Coordinates programs, training, or special observance events for protected classes or underserved communities. Maintains currency with the latest equal employment opportunity (EEO) Federal laws, regulations, and issues pertaining to the serviced groups; establishes or maintains partnerships with internal/external affinity groups.
