This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for Domestic Defense Industrial Base (DIB) & Major Range and Test Facilities Base (MRTFB) to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: This position will be filled on a permanent basis.
Duties
Represents Garrison at conferences and meetings, formulating program guidance and implementing a variety of methods to meet security program objectives.
Monitors program effectiveness and appropriate corrective/protective measures through identification of vulnerabilities, weaknesses, improvements, countermeasures and priorities for security posture and policies.
Develops and implements policies, procedures, standards, training and methods for the identification and reporting of misuse, theft, assault, vandalism, espionage, sabotage, or loss, ensuring program compliance with DoD/DA requirements.
Establishes a training program to identify terrorist threats and protective systems for all installation personnel.

Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position has been designated as non-critical sensitive as defined in DoD 5200.2-R, and requires you to possess, or obtain, and maintain for the duration of employment, a Secret security clearance.
- This position is covered by the Alcohol and Drug Abuse Prevention and Control Program. The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required prior to appointment and periodically thereafter.
- This position has been designated as Emergency Essential and requires you to continue to perform the duties of this position in the event of a crisis until relieved by proper authority.
- May require shift work and/or work on rotating shifts to provide coverage in the event of a national crisis or war.
- Incumbent must attend a comprehensive Anti-Terrorism/Force Protection exercise or attend Anti-Terrorism/Force Protection training a minimum of once every year.
- Incumbent must obtain Anti-Terrorism Officer (ATO) Level II certification IAW AR 525-13. Incumbent must complete a formal approved Level II Anti-Terrorism Officer (ATO) refresher training course every 3 (three) years.
- Incumbent must obtain the following core Security Professional Education Development (SPeD) Certification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

Experience Required: To qualify based on your experience, your resume must describe at least one year of experience which prepared you to do the work in this job. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled such as Conducting and publishing All Hazards Threat and Risk Assessments; Developing mitigation strategies, plans and procedures, Providing and Supervising Completion of Corrective Action Plans for Mission Assurance Vulnerability Areas; Utilizing qualitative and quantitative techniques to evaluate the effectiveness of anti-terrorism or force protection program; Advising higher echelons on force protection, anti-terrorism or physical security issues; Devising and Presenting training on mission assurance policies, procedures, and methods; Participating in conferences, workshops, meetings to represent organization's security elements. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
