About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W0DAAA US ARMY SUSTAINMENT COMMAND. Rock Island Arsenal is located on the Mississippi River between the cities of Davenport, Iowa and Rock Island, Illinois.

Duties

Serves as the Chief, U.S. Army Sustainment Command (ASC) Senior Personnel Security (PERSEC) division within the office of the Deputy Chief of Staff for Intelligence and Security. Provides oversight and coordination for the overall PERSEC program, to ensure the command security program philosophy, techniques and regulatory requirements are used in accordance with (IAW) DoD, Army, and command directives. Interpret PERSEC policy for application to specific security requirements and problems as they apply to the Intelligence Community, Department of Defense (DoD), Department of the Army (DA), and the command. Provides security program guidance to junior security staff and command security professionals. Maintains close liaison throughout the command and requisite PERSEC-related personnel and offices across the Intelligence Community.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be able to obtain and maintain a TOP SECRET Security Clearance based on a single scope background investigation (SSBI) with eligibility for sensitive compartmented information (SCI).
  • This position has been identified for the Security Professional Education Development (SPeD) Certification Program
  • This position requires the incumbent obtain the following core SPeDCertification: Security Fundamentals Professional Certification (SFPC) within their first two years of employment.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Oral CommunicationPersonnel SecuritySecurity Program ManagementTechnical Competence Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.
