About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W4GKAA HQ JOINT SPECIAL OPERATIONS COMMAND. This position is located on historic Fort Liberty in Fayetteville, NC. Fort Liberty is the home of the national premiere Special Operations and Airborne Forces.

Duties

Responsible for fulfilling highly specialized/sensitive Identity and Signature Management (ISM) enabling capabilities, projects and activities (to include compartmented and/or Special Access Programs (SAP)). Conducts specialized, multi-disciplined threat assessments, planning and development to meet compartmentalized/sensitive special operations mission requirements. Develops and coordinates specialized ISM support concepts and plans to enable and execute command/enterprise requirements. Drafts, edits and staffs high visibility inter-agency actions that must be coordinated, validated and approved by various agencies of the federal government. Responsible for regular coordination with other military service and federal law enforcement and intelligence organizations for the development of ISM support required during training, exercises and contingency requirements. Enables complex training scenarios, programs of instruction and coordinates field exercises to validate training and operational capabilities. Maintains appropriate level of physical security as well as detailed ledgers and documentation to ensure 100% accountability of Special Mission Funds.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial/probationary period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must be willing to undergo and successfully complete a counterintelligence-scope polygraph examination with No Deception Indicated (NDI).
  • Position requires extensive travel (30% of the time) both CONUS and OCONUS, which may at times be on very short notice.
  • Subject to short notice recall. Must reside within normal commuting distance of Fort Bragg (50 miles).
  • Must be able to obtain and maintain a Top Secret security clearance with access to Sensitive Compartmented Information (SCI) and selected Special Access Programs.
  • Valid vehicle operator's licenses are required to drive military and civilian vehicles.
  • Ability to obtain Counterintelligence Badge and Credentials is required.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GG/GS-11). Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
