You will serve as an IT Specialist (INFOSEC) in the Cyber Security Branch; ACIO/Information technology Division; Corporate Operations Department of NAVSURFWARCENDLD. If selected, you will serve as a Communications Security (COMSEC) Team Member.
This position is part of the Warfare Centers Personnel Demonstration Project. NT-05 is equivalent to GS-13/14.
This position is salary capped GS-13 Step 10 (currently $145,617). See "Additional Information" section.
Duties
You will be a COMSEC Subject Matter Expert and train other COMSEC representatives on Key Management Integration (KMI) and COMSEC account management and duties.
You will use expert IT and networking experience to install, configure, and troubleshoot (when necessary) encryption devices in accordance with COMSEC policy and guidance.
You will oversee and confirm Ports, Protocol, and Services, in order to facilitate connection of COMSEC devices, software, and technology.
You will assist in the tracing and accounting of all COMSEC equipment under the purview of the NSWCDD Command.
You will conduct comprehensive inventories of COMSEC devices and equipment and maintain applicable records, keeping the COMSEC Manager/Team lead informed.
You will participate and lead discussions regarding the plan and design of IT systems that use COMSEC devices.
You will serve as the Alternate COMSEC Manager, and will assist in providing direction and guidance to all of the COMSEC personnel in each of the NSWCDD Command Departments.
You will assist in performing official investigations of certain COMSEC incidents or violations, or missing COMSEC equipment/devices.
You will assist in the administration and management of the Defense Messaging System (DMS), including operation and dissemination of all incoming and outgoing classified and unclassified naval message traffic.

- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for framework role 723, level Advanced within 12 months of appointment.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector performing Information Technology (IT) work to oversee, coordinate, or evaluate IT security plans, policies, procedures, or measures to ensure they are properly applied to IT systems or networks. Examples of qualifying experience may include: analyzing, assessing, and documenting cyber security/information assurance capabilities and services; verifying compliance with cyber security/information assurance requirements; identifying vulnerabilities of information technology systems; ensuring networks are certified and accredited for information security; overseeing Communications Security (COMSEC) policies, procedures, or devices within an IT network.
