WHAT IS THE OLS - ONLINE SERVICEDIVISION?

Vacancies will be filled in the following specialty areas: OLS - Online Service.
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- Works to maximize the IRS' reach on the Internet by continually analyzing and monitoring the ever-changing Internet landscape and making recommendations for adjustments to stay on the leading edge.
- Guides exploration of new and alternative ways to engage in and leverage social media activities, sites, memberships, relationships, and traffic, as well as mobile devices in support of strategic business priorities.
- Combines communications expertise with hands-on knowledge of social media, mobile devices, and emerging technologies to work with partners internally and externally to identify and assess new opportunities and technologies for communications viability.
- Educates internal teams on how new emerging technologies can be used to achieve IRS objectives.
- Designs, establishes, configures, and customizes new media mobile instances for the IRS to deliver a branded experience via market-leading new media outlets.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.

You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE GS-09: To be eligible for this position at this grade level, you must meet the requirements below. One year of specialized experience equivalent to the GS-7 level that required: Conducting research, preparing basic program analyses, and evaluating the effectiveness of program operations; Planning, coordinating and establishing operating methods and procedures for accomplishment of a project or program; and communicating effectively both orally and in writing to articulate findings, provide recommendations, and/or prepare reports. To be qualifying, your experience must be sufficient to demonstrate a basic knowledge of standard design and development strategies for the Web, mobile devices, and other emerging media platforms; Basic experience with Web design solutions using tools such as Adobe Flash, Fireworks, Photoshop and Dreamweaver; and Familiarity with the Internet landscape sufficient to identify emerging trends in online communication.
OR Master's or equivalent graduate degree in a related field of study.
OR Two (2) full years of progressively higher-level graduate education in a related field of study.
OR LL.B. or J.D. if related.
OR A combination of qualifying graduate education and experience as described above.
SPECIALIZED EXPERIENCE GS-11:
To be eligible for this position at this grade level, you must meet the requirements below. One year of specialized experience that demonstrated knowledge of analytical methods and procedures to research and advise on technology/Web based design efforts. Experience must be directly related to the position being filled and include: Knowledge of website design principles and development techniques sufficient to discuss and resolve problems; Knowledge of Web application programming languages, development software and other innovative Web technologies to deliver Web functionality and leading-edge interactive experiences, including multimedia, modeling tools, images, animation, embedded videos, prototypes and mock-ups; and Basic knowledge and skill in delivering Web design solutions and other interactive experiences using current design tools, such as Adobe Flash, Fireworks, Photoshop and Dreamweaver. In addition, you must possess communication skills and methods to communicate effectively, both orally and in writing to articulate findings and to prepare reports.
OR Ph.D. or equivalent doctoral degree in a related field of study.
OR Three full years of progressively higher-level graduate education in a related field of study.
OR LL.M. if related.
OR a combination of qualifying graduate education and experience as described above.
SPECIALIZED EXPERIENCE GS-12:
To be eligible for this position at this grade level, you must meet the requirements below. At least one year of specialized experience equivalent to the grade 11 level that demonstrated knowledge of analytical methods and procedures to research and provide advice on the design, content creation and development strategies for the Web, mobile devices, and other emerging media platforms; Skill in analyzing emerging technologies and/or configuring new media instances; Skill in delivering Web design solutions using tools such as Adobe Flash, Fireworks, Photoshop and Dream Weaver and identifying and assessing emerging online communications practices. To be qualifying, your experience should be sufficient to demonstrate the ability to identify and assess emerging online communication practices and determine those that would be most useful given the intended audiences. In addition, you must demonstrate an ability to communicate effectively, both orally and in writing to articulate findings, prepare reports, and make recommendations.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.
AND
TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment. For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens".
