This position is located in USDA at a Forest Service Office. The incumbent serves as a program specialist responsible to formulate and coordinate the planning, development, implementation, documentation, and delivery of the regional workforce development and training programs. Duties

Duties listed are at full performance grade GS-12 level. Evaluating the regional multi resource fire management training needs and coordinates with cooperating agencies to meet these needs through the design. Develop and implement comprehensive fire management training curricula, courses, materials using the theories, principles, and concepts of fire program management. Coordinates within the Region to project program needs and areas of emphasis. Lead or work on technical groups to identify new needs in fire and aviation management workforce development. Provide oversight for the scheduling and coordination of mid-level aviation, fire prevention, fire suppression, fuels management, and fire management courses that are beyond the capability of Forest units. Establish program priorities and determines what program areas or major projects should be initiated, dropped, or modified. Survey and interact with Washington Office Fire, aviation staff, Regional Fire Management Officers, Forest Fire Management Officers and their staffs, Regional Office, and Forest levels to determine Agency-wide priorities and areas of emphasis.

  • Successful completion of one-year probationary period, unless previously served.

  • Minimum of 90 days of wildland firefighting experience is required.
  • Willing to live/work in remote locations (volatile/unpredictable).
  • Some Fire positions may have Conditions of Employment such as: a valid state driver's license; a commercial driver's license (CDL); pre-appointment and random drug testing; or a physical or medical examination.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. Specialized Experience Requirement: For the GS-11 Level: You must have one year specialized experience equivalent to the GS-09 in the Federal service; OR a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR a combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D. Examples of specialized experience include: Developing and presenting wildland firefighting courses such as aviation, fire prevention, fire suppression, fuels management, and fire related aviation operations. Monitoring training programs for workforce capability and capacity goals and identifying training objectives and course requirements. Assisting with coordinating work and budget proposals to support training and workforce development programs; For the GS-12 Level: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Examples of specialized experience include: Assisting with providing program leadership and direction for fire management training, development, and integration. Participating in the development of segments of an annual program of work for workforce development programs, including long and short range objectives, budgeting allotments, and the integration of fire management activities with other resources. Assisting in coordinating with federal and state wildland fire agencies to determine trends in wildland fire and aviation management training. Selective Placement Factors: A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. FIREFIGHTER RETIREMENT COVERAGE: This is a secondary position covered under the special retirement provisions of 5 USC 8336(c) for the Civil Service Retirement System and of 5 USC 8412(d) for the Federal Employees Retirement System.
