This position is located at the Region 4, Regional Office located in Ogden, UT. This position serves as Director of the Lands and Minerals staff. The incumbent functions as a full member of the Regional Leadership team, providing technical advice and consultation to the Regional Forester and staff, and directing Region-wide activities for lands and minerals programs. Duties

Incumbent serves as team member for general management, program and activity reviews on National Forests as assigned in the Region's annual program of work. Has the recognized program authority and principal advisor to the Regional Forester for a broad range of Lands and Minerals program activities. Ensures policies, principles, and programs directed are coordinated with other resource areas to achieve cohesive integrated program delivery. Maintains liaison with National Forests, other Regions, National Office, Research, and other Federal and State organizations pertaining to lands, geology, and minerals management program areas. Participates with other Federal and State agencies, associations, industry and professional societies to explain Forest Service objectives, policies, and program participation. Performs as a supervisor.

Requirements

  • Subject to one-year supervisory/managerial probationary period (unless prior service is creditable).
  • USDA-approved supervisory training is mandatory for all newly hired/newly promoted supervisors whose position duties include 20 to 25 percent supervisory duties and who have not previously been a supervisor within USDA.
  • Selectee is subject to financial disclosure requirements and must submit form OGE-450, Confidential Financial Disclosure Report, within 30 days of appointment and annually thereafter.

Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-15: You must have one year specialized experience equivalent to the GS-14 in the Federal service. Specialized experience is defined as three or more of the following: Initiated high priority projects, studies, and initiatives that encompassed difficult and diverse functions or issues impacting critical aspects of major land and resource management programs across a region; and/or assessed the adequacy of land and resource management plans to identify problems and develop recommendations to mitigate issues; and/or provided expert recommendations on land and resource management complex issues or problems impacting region-wide programs; and/or analyzed new business process methods or techniques that were of material significance in the solution of important management and organizational problems with unprecedented or novel aspects. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
