Duties

Duties listed are at the full performance level. Participate as a member of the regional management team in formulation and establishment of strategic planning and special initiatives for recreation, wilderness, heritage, volunteers and congressionally designated areas. Integrate recreation, wilderness, heritage and volunteer programs with other resource management programs to achieve mission goals. Serve as authoritative expert and consultant to the regional leadership Team on critical, technical recreation management matters to address program integration, resources, management and interest group partnership issues. Study major state and federal legislation or proposed legislation for impact on regional recreation, wilderness, rivers and trails, visitor information systems, heritage resources and land use to identify policy and program impact. Develop regional strategic direction and priorities for assigned service programs. Use knowledge of agency program goals, objectives and methods of evaluating the worth of program accomplishments to plan and evaluate assigned programs. Represent the agency at national, international, regional, state and other meetings of various interest groups and governmental or private entities. Performs supervisory duties 25% or more of the time.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Specialized Experience Requirement: GS-14: To qualify at the GS-14 grade level, you must have one (1) full year of specialized experience at or equivalent to the GS-13 level. Must meet two (2) or more of the following examples: Planning, organizing, implementing, and evaluating an array of complex resource programs with a focus on recreation, wilderness, and heritage resources; determining work priorities in alignment with National, Regional, or State-wide direction, and submitting preliminary budget estimates. Coordinating with stakeholders from the public and private sector; conducting public relations and awareness activities that emphasize cooperative programs and accomplishments. Managing personnel in accordance with merit principles and EEO guidelines; establishing policies and goals for employees to accomplish organizational and professional objectives; selecting, training, evaluating, and mentoring employees, including initiating disciplinary action when necessary. GS-15: To qualify at the GS-15 grade level, you must have at least one (1) year of specialized experience that is equivalent to the GS-14 grade level. Must meet two (2) or more of the following examples: management of a complex organization and/or program of work through subordinate supervisors with a focus on recreation, wilderness, and heritage resources; developing and/or implementing organizational or programmatic policy, goals, and instructions that adhere to laws, regulations, and policy directives to support the overall mission of the organization; setting priorities and establishing strategies for implementing a vision which affects National, region-wide, or state-wide program(s)/project(s) at the senior management level; and/or managing a variety of programs on public lands, including through planning efforts, implementing decisions, and/or administering specific natural resources programs in a multi-resource environment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
