The South TX Veterans Health Care System (STVHCS) provides services at 18 facilities. Facilities include the Audie L. Murphy Memorial Veterans Hospital, N.W. Medical Center, Kerrville Medical Center, and 15 community-based outpatient clinics located in San Antonio, Kerrville, Victoria, New Braunfels, and Seguin. The STVHCS serves one of the largest primary services areas in the nation.
This position is located in the Environmental Management Service dept. VA Healthcare System, San Antonio TX.
Duties
Supervision (25%)
The incumbent spends at least 25% of his/her time planning work to be accomplished by
subordinates, setting and adjusting short-term priorities, and preparing schedules for completion of work; assigning work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluating work performance of subordinates; giving advice, counsel, or instruction to employees on both work and administrative matters; interviewing candidates for positions in the unit; recommending appointments, promotions, or reassignments to such positions.
Hearing and resolving complaints from from employees, referring group grievances and more serious unresolved complaints to a higher level supervisor or manager; effecting minor disciplinary measures, such as warnings and reprimands, recommending other action in more serious cases; identifying developmental and training needs to employees, providing or arranging for needed development and training; finding ways to improve production or increase the quality of the work directed; and developing performance standards.
The incumbent supervises one WG-6907-6 Material Handler (creates purchase orders), two GS-0303-4 Clerks (OA), one GS-0303-6T7 Program Support Assistant, one GS-0303-9T11 PSA (Trainer) and twenty GS-0640-2T3 Health Aids, and/provides oversight to contractors as the Contract Officers Representative.
The supervisor and employee develop mutually acceptable project plans which typically includes identification of the work to be done, the scope of the project and deadlines for its completion.
Personnel Administration and Management Work: (25%)
Oversees the personnel management program for the organization, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration with varied functions and activities.
Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures.
Resource/Financial Management Work: (25%)
Provides budget formulation, justification, and execution; financial management; and financial reporting.
Provides advice to management and program personnel on budgetary and finance issues.
Manages budget formulation and execution for a changing budget of administrative expenses involving different funding sources.
Procurement/Contracting (25%)
The Administrative Officer (AO) is the EMS Contract Officers Representative over $27.2million in total service contracts. Manages procurement and contracting for the organization.
This will include preparing procurement requests, evaluating proposals for work, acting as the COR while working with the National Contracting Offices (NCO17) for procurements, and/or maintain procurement and contracting records.
Manages contracting and procurement from small-large procurements that require varying approaches. Initiates and prepares contracts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writing sole source justifications, and communicating both orally and in writing with contractors.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
SPECIALIZED EXPERIENCE One (1) full year of specialized experience equivalent to the GS-9 grade level in federal service that equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of an Administrative Officer, and that is typically in or related to the work of this position. Specialized experience includes: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions.

Education: Have successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M. in a field related to this position that demonstrates the knowledge, skills, and abilities necessary to do the work of this position.

Physical Requirements: The work is primarily sedentary; however, walking, stair climbing, bending, stooping, and carrying light weight documents, folders and manuals are required. Hearing and distinct speech are essential due to the extensive use of the telephone and computer as a means of
communication to give instruction and receive information. The incumbent must possess manual
dexterity to enter computer information. Mental concentration to meet critical deadlines is
essential. May also required travel by auto or plane. Physical exam is required for this position.
