Duties
The purpose of this position is to serve as a Contracting Officer's Representative (COR), effectively providing oversight and coordinating all present and future aspects of the Medical Department Activity (MEDDAC) Medical Service Contracts (MSC).
Ensure the provision of contract health care services within the MTF for purposes of optimizing utilization of health care resources in the MTF.
Responsible for implementing, monitoring, and managing the technical areas of the DHCPP. Serves as technical liaison and point of contact for the DHCPP for the MTF.
Maintain liaison with the Medical Readiness Contracting Office, East (MRCO-E), the Military Installation Contracting Command (MICC), and other contracting offices for contracting actions.
Submit Purchase Requisitions in General Fund Enterprise Business System (GFEBS) and complete contract request packets in the Virtual Contracting Enterprise (VCE).
Evaluate Requests for Proposal (RFP) in collaboration with MTF staff and submits recommendations to the contracting office.
Evaluate bids for responsiveness and conducts reference checks to assess contractor's ability to perform.
Responsible for execution, administration and performance reports of difficult and complex contracts including high degree of urgency, technical performance and command interest.
Maintain a detailed and comprehensive contract log to be used in verifying, evaluating, and reporting to the Chief, Contract Management Branch, Chief, Resource Management Division and Deputies and Hospital Commander on contractor performance.
Prepare Independent Government Cost Estimates (IGCE) which support arrangements for health care contracting efforts under the DHCPP.
Prepare and submits all necessary documentation to MEDCOM requesting funds for the establishment of DHCPP contracts using the appropriate contracting tools.
Requirements

- Must obtain and maintain Contracting Officer's Representative (COR) certification within 12 months of employment.
- This is an inclement weather position: the incumbent is expected to make every effort to report for duty on time and/or remain on duty during inclement weather conditions.
- Incumbent may be required to perform call duties; work overtime to include weekends and federal holidays, out of cycle, or unscheduled training or on an emergency basis.
- The work will require working evenings/nights, extended hours, or other schedules common to hospital operations.
- Position requires occasional temporary duty (TDY) travel, approximately 5%.

Specialized Experience: One year of specialized experience which includes maintaining healthcare contracts; utilizing automated systems to analyze data; preparing reports and/or briefings for leadership regarding the medical facility contracts.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
