Duties

The following are the duties of this position at the GS-07 level. You will have the opportunity to learn to perform these duties and will receive training to help you grow in this developmental position. Responds to alarms, combats fire, and rescues personnel requiring the full performance of fire fighting tasks Serves as hose person, ladder person, hydrant person, rescue person, nozzle person, salvage person, or hand line-person. Operates portable and stationary firefighting apparatus, ventilates buildings and aircraft, evacuates or rescues occupants. As an Emergency Medical Technician (EMT), performs as a member of a team responsible for on scene emergency medical treatment and care of victims of fire, sudden illness, or accidental injury. Performs fire prevention inspections of structures, facilities, airfields and areas of the installation. Surveys incident sites to identify the materials and containers for presence and concentrations of hazardous materials to stop release of subsequent contamination.

Requirements

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Position requires the completion of pre-employment and periodic subsequent medical examination in accordance with DoDM 6055.06 to ensure continued, required level of physical health and ability or fitness to perform the duties of the position.
  • Position has a requirement to lift up to 50 lbs. in the regular performance of duties.
  • The duties of this position meet the criteria for compliance with Federal and Department of the Army Drug Free Workplace Programs. Detection of the presence of drugs is warranted.
  • Position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated Mission Essential. In the event of severe weather conditions or other such emergency type situations the incumbent is required to report to work or remain at work as scheduled to support mission operations.
  • This position requires the employee to use personal protective equipment provided by the employer.
  • This position requires the incumbent to wear the prescribed uniform and/or personal protective equipment while on duty.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis; 48-hour rotating shifts with a work schedule of 144 hours per pay period.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime. This position performs, as required, mutual aid support to local fire departments.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position has a mandatory seasonal influenza vaccination requirement and is subject to annual vaccination.
  • This position requires successful completion of an annual Job Performance Test.
  • This position requires the incumbent to conform to the requirements set-forth in the National Fire Protection Association (NFPA) 1500, Fire Department Occupational Health and Safety Program.
  • This position requires participation in a cardiovascular physical fitness program.
  • Must successfully complete an annual emergency vehicle operator's course.
  • Must maintain a functioning telephone at employee's residence.

Qualifications

Who May Apply: US Citizens In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Applicants will be selected at the appropriate grade levels based on education/experience requirements met as well as required Firefighter Certifications completed. (Note: You must provide copies of all Firefighter Certificates) The target grade of this position is GS-07. General Experience for GS-3 level: Six months of general experience which included work experience or military service that demonstrated the ability to follow directions and to read, understand, and retain a variety of instructions, regulations, and procedures and that otherwise demonstrates the ability to perform or learn to perform the duties of the position. OR Education/Training: One year of education above the high school level related to fire protection and/or prevention OR six months of appropriate firefighter training. OR Combination of Education/Training and Experience: A combination of education/training and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 6. Then divide your semester hours of education by 30 and/or months of firefighter training by 6. Add the two percentages. Specialized Experience for GS-4 level: One year of specialized experience which includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; AND (3) detection, reduction, or elimination of potential fire hazards. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-03). OR Education: Two years of education above the high school level in an accredited college or university in Fire Training, Fire Science, or other related fields of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 60. Add the two percentages. Specialized Experience for GS-5 level: One year of specialized experience which includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; AND (4) operation of fire communications equipment. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-04). OR Education: Four years of education above the high school level in an accredited college or university in Fire Science, Fire Training, or other related fields of study. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide your semester hours of education by 120. Add the two percentages. Specialized Experience for GS-6 level: One year of specialized experience which includes: (1) controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) rescue operations; (3) detection, reduction, or elimination of potential fire hazards; (4) operation of fire communications equipment; AND (5) controlling hazardous materials incidents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted for GS-06 level. Specialized Experience for GS-7 level: One year of specialized experience which includes: (1) Controlling or extinguishing fires as a member of an organized military, industrial, volunteer, or governmental fire department or brigade; (2) Rescue operations; (3) Detection, reduction, or elimination of potential fire hazards; (4) Operation of fire communications equipment; (5) Controlling hazardous materials incidents; (6) Developing, implementing, or providing training in fire protection and prevention; AND (7) providing emergency care and basic life support to patients. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone -- no substitution of education for experience is permitted at GS-07 level. You will be evaluated on the basis of your level of competency in the following areas: Fire SuppressionFirefighting EquipmentHazardous Materials Response In addition to meeting the specialized experience requirements above, applicants must also possess Firefighter I certification; Firefighter II certification; Airport Firefighter certification; HAZMAT Operations certification; Driver Operator - Pumper certification; Driver Operator - Aircraft Rescue and Firefighting (ARFF) certification; Emergency Medical Technician - Basic certification, HAZMAT Technician certification, and Driver Operator - Aerial certification certified through DoD Fire and Emergency Services Certification System, International Fire Service Accreditation Congress (IFSAC), or the Fire Service Professional Qualifications System (Pro-Board) in accordance with DoD 6055.06-M and a State or National Registry EMT Certification Card indicating a future expiration date when applicable. Firefighter and Emergency Medical Technician (EMT) certifications required for each grade level are: Must successfully, prior to promotion to the GS-04 and GS-05 obtain and maintain Firefighter I and II. Must successfully, prior to promotion to the GS-06 obtain and maintain Firefighter I and II, Airport Firefighter, HAZMAT Operations, Driver Operator - Pumper, Driver Operator - Aircraft Rescue and Firefighting (ARFF). Must successfully, prior to promotion to the GS-07 obtain and maintain Firefighter I and II, Airport Firefighter, HAZMAT Operations, Driver Operator - Pumper, Driver Operator - Aircraft Rescue and Firefighting (ARFF), Emergency Medical Technician - Basic, HAZMAT Technician, Driver Operator - Aerial.
