You will serve as an IT Project Manager at the GG-13 grade level responsible for planning, directing and monitoring IT projects that involve the overall development, integration, information assurance coordination, status reporting and stability of project oriented work efforts.
Duties
You will apply a wide range of IT project management concepts, principles and practices to design, develop and deliver complex mission and enterprise capabilities.
You will collaborate and interview stakeholders, manages the process to transform user requirements into a deliverable application or system.
You will coordinate the development of the project execution plan based on priority, funding and resources.
You will collaborate with organizational units involved in the execution of project tasks to develop a clear understanding of resource availability.
You will negotiate with resource providers and project sponsors to resolve issues impacting project schedule, cost or scope.
You will develop project schedules in accordance with the project execution plan ensuring each task is resourced and assigned a date and duration.
You will coordinate and control project team activities ensuring cooperation.
You will monitor key milestones and work efforts for the organization.
You will validate and monitor project schedules to ensure they are accurate, coordinated and adequate to keep projects on schedule and within scope and budget.
You will execute the project plan, monitor project status, and track progress using the schedule throughout the life of the project.
You will coordinate and oversee the preparation of testing and implementation plans.
You will manage the transition of systems to the production environment and monitor systems for stability, accuracy and performance and securing acceptance for implementation.
You will verify final project deliverables meet customer acceptance criteria for quality.
You will create contingency plans and deploy risk mitigation as appropriate.
You will use expertise and judgment to interpret regulations, processes and policies and apply them where appropriate to resolve specific project related problems.
You will review and interpret policies, procedure, and guidelines governing the delivery of IT requirements.
You will evaluate the efficiency and effectiveness of procedures/policies as they apply to the Project Management life cycle and make recommendations to improve established processes/policies or develop new methods and procedures.
You will keep senior leadership/project stakeholders informed and recommend appropriate technical and managerial actions on issues, risks, and significant developments impacting crucial mission and enterprise-wide system schedules, cost, and scope.
You will provide briefings and written communication on project issues that meet the needs of the target audience.
You will communicate with project stakeholders independently from supervisor throughout the project relaying project status, the delineation of responsibilities between development and users, and risk management.
Requirements

- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
- This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 802 {IT Project Manager} within 12 months of appointment.

Must have IT-related experience demonstrating each of the following four competencies, as defined:

In addition to your experience demonstrating the four competencies above, your resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-12) or pay band in the federal service or equivalent experience in the private or public sector performing duties such as:
Directing and monitoring information technology (IT) projects that involve the development, integration, information assurance coordination, status reporting and stability of project oriented work efforts.
Validating and monitoring project schedules to ensure they are accurate, coordinated and adequate to keep projects on schedule and within scope and budget.
Coordinating the development of the project execution plan based on priority, funding and resources.
Executing the project plan, monitors project status, and tracks progress using the schedule throughout the life of the project.
