This position is in the Department of Health and Human Services (HHS), National Institutes of Health (NIH), Office of the Director (OD), in the Office of Equity, Diversity, and Inclusion (EDI). We are looking for experienced Public Affairs professionals with the passion and energy to provide exceptional leadership, expert technical guidance, and daily oversight for the provision of communications and marketing services.
Duties
The Technology, Marketing, and Communication Branch Director (Supervisory Public Affairs Specialist) is responsible for leading EDI's communications and marketing activities.
In this position, you will:
Plan and coordinate EDI's Public Affairs program.
Use news media, web-based and social media products, and other communication channels to report, explain, and interpret EDI activities to the public.
Manage creative team, oversee design concepts, market research, and target results.
Supervise and assign work to subordinate staff. Monitor program activities and manage staff, contractors, and teams assembled for special projects.
Share knowledge and techniques, demonstrate, and encourage teamwork.
Contribute expertise for the development of campaigns, public programs, digital projects, and physical building aesthetics.
Serve as technical point of contact for contracts, assist the contracting officer's representative to negotiate, prepare, and manage service agreements with external vendors and consultants.
Additionally, staff will be responsible for:
Training agency officials and managers.
Data collection and reporting.
Projects related to furthering the Mission of the Office of Diversity, Equity and Inclusion
Requirements
- U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications
You qualify at the GS-14 level, if you meet one of the following qualification requirements:
You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-13 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: developing and implementing organizational communication strategies and informational campaigns; planning and executing content and oral presentations to disseminate information to a diverse set of stakeholders; drafting, editing, and reviewing written and graphic materials for a broad audience; simultaneously managing several media projects in a highly organized and efficient manner; developing and maintaining internal and external relationships with key stakeholders.
