Duties

Develops the annual program of work for all aspects of the unit NEPA accomplishment program. Serves as contact for facilitating the project planning efforts between inter—and intra-agency organizations Serves as contact for facilitating the project planning efforts between inter—and intra-agency organizations. Responsible for the collection and the analysis of professional and environmental data to measure and evaluate the effects of impacts of management proposals of resources (natural, social, or economic). Formulates various documents e.g., decision memos, environmental assessments and environmental impact statements and related instruments. Works with others concerning the efforts to utilize state-of-the-art techniques for analytical decision-making, statistical and economic analysis, information display and modification or adaption of them to fit units planning needs. Gathers and evaluates subject matter documents prepared by others and includes the required information and assumptions into the NEPA source document. May create study reports and evaluations into the correct portion of the NEPA informational document or may evaluate NEPA documents developed by others. Serves as the main point of contact for NEPA activities for the unit and the primary expert in the development and processing of NEPA documents. Conducts field surveys and accomplishes technical reconnaissance to gather information required to define study objectives. Assist in the development of applications using both spatial and relational database queries and report writers. Other duties as assigned.

Qualifications

In order to qualify, you must meet the eligibility and qualifications requirements as defined below by the closing date of the announcement. For more information on the qualifications for this position, visit the Office of Personnel Management's General Schedule Qualification Standards. Provide course descriptions as necessary. This is an interdisciplinary position and may be filled in any of the job series listed below. Basic Requirement: GS-0101: Degree: behavioral or social science; or related disciplines appropriate to the position. OR Combination of education and experience: that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. OR Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. GS-0401: Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. GS-1301: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. OR Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below. Specialized Experience Requirement: For the GS-11: You must have one year specialized experience equivalent to the GS-09 level in the Federal service. Specialized experience is defined as one year of professional social, biological or physical science work performing at least three of the following: 1) Assisting with organizing and leading coordination efforts regarding National Environmental Policy Act (NEPA), regulations of the President's Council on Environmental Quality (CEQ), Freedom of Information Act (FOIA) and organizational policy; 2) Collecting and analyzing data needed for preparation of environmental documents; 3)Participating on interdisciplinary teams carrying out routine environmental studies and evaluations to determine the consequences of various actions or events; 4) participated on IDT to complete NEPA for forest land management plan; and 5) Reviewing permits, contracts, or work plans to ensure the design criteria or mitigation specified in NEPA decisions were incorporated into the implementation plan. OR Three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related program of study. OR A combination of education and specialized experience that together meets this requirement. Only education in excess of 36 semester hours in a directly related program of study is creditable towards this combination. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
