Duties

This Senior Arctic Advisor position is located within the Department of the Interior, Bureau of Ocean Energy Management, Alaska Outer Continental Shelf (OCS) Regional Director, and will be filled in either Camarillo, CA, New Orleans, LA, Washington, DC, Sterling, VA, or Anchorage, AK. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: 1. Conducts policy, energy security, regulatory, and strategic analyses on Arctic issues. Monitors and analyzes relevant legislative, regulatory, policy, and geopolitical developments related to BOEM's Arctic portfolio. Advises and provides recommendations to the Alaska Office Regional Director on Arctic energy, security, mineral, climate, environmental, and policy issues which have a local, national, or international impact on bureau activities. 2. Drafts policies or analyses and supports rulemaking efforts related to Arctic items. Drafts briefing papers, presentations, and other written documents to support the work of the office and inform leadership. Assists the Alaska Office Regional Director with framing and advancing Arctic policies and strategies that support the organization in achieving its goals. 3. Conducts strategic planning and analysis on Arctic issues and leads the planning and implementation of strategic initiatives. 4. Leads planning for external outreach on Arctic-related projects, including the organization of meetings with government representatives, the State of Alaska, constituent meetings, conferences, and other forms of external engagement. 5. In coordination with the BOEM Office of Communications, develops communication and outreach plans for Arctic-related programs or projects; prepares responses to Congressional, administration, and media inquiries. Prepares Arctic-related briefing and outreach materials for the bureau to use with Congress, state and local officials, constituent groups, and other federal agencies. Leads or participates in briefings or meetings. 6. Coordinates closely with the Office of Strategic Policy and International Affairs on international Arctic matters. 7. Provides subject matter expertise to the bureau, other Federal agencies, including the Department of State and the Department of Energy, foreign governments and organizations on offshore Arctic matters and provides support either logistical or by participating as a member of the United States delegation. BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Salary Information GS-14: Sterling, VA and Washington, DC: $139,395 - 181,216 per annum New Orleans, LA: $122,198 - 158,860 per annum Anchorage, AK: $138,035 - 179,448 per annum Camarillo, CA: $142,094 - 184,725 per annum First time hires to the Federal government normally start at the lower salary range of the grade level. This vacancy may be used to fill additional positions as vacancies become available.

Minimum Qualification Requirements: To qualify for this position you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series/grade to which you are applying. (1) Basic Educational Requirements: Please Note: This position requires specific educational coursework to qualify. You MUST provide transcripts in order to verify that the educational requirements have been met. In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below: 401 - Biologist A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- B. Combination of education and experience: Courses equivalent to a major, as shown in "A" above, plus appropriate experience or additional education. 1301 - Physical Scientist A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR- B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 101 - Social Scientist A. Degree:behavioral or social science; or related disciplines appropriate to the position. -OR- B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. -OR- C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. (2) Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1. Researching Arctic issues and their effect on security, environmental, and/or energy policies. 2. Advising senior management on Arctic issues and their impact on energy policies and security. 3. Representing an office or organization in meetings regarding Arctic or energy policy issues. Must meet all.
