Duties
This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Alaska Outer Continental Shelf (OCS) Region, Office of Environment, in Anchorage, AK.
At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
1. Serves as supervisor for the Environmental Sciences Management Section (ESMS) and is responsible for managing, leading, and coordinating the activities of a multi-disciplinary staff of environmental scientists and administrative support personnel in the conduct of environmental studies and analysis relating to the OCS and adjacent coastal areas.
2. Directs the identification and procurement of environmental studies to address regional needs for all phases of Alaska OCS activities, in coordination with other regional offices, BOEM headquarters, governmental agencies, industry, academic and research institutions, special interest groups, and the public.
3. Supports the development of all National Environmental Policy Act (NEPA) documents. Ensures that all documents contain scientifically supported analysis/mitigation measures and are of high/professional quality and supportive of defensible decisions.
4. Provides strategic direction on the identification and procurement of environmental studies to address regional needs for all phases of Alaska OCS activities, in coordination with other regional offices, BOEM headquarters, governmental agencies, industry, academic and research institutions, special interest groups, and the public.
5. Serves as an advisor to the Regional Supervisor, Office of Environment, to the Regional Director, and to Headquarters staff and management on technical matters related to the overall Environmental Sciences Management Section.
BOEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
Salary Information
GS-14: $138,035 - $179,448 per annum.
First time hires to the Federal government normally start at the lower salary range of the grade level.
This vacancy may be used to fill additional positions as vacancies become available.
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the (1) Basic Educational Requirements AND/OR (2) Specialized Experience for the series to which you are applying.
(1) Basic Educational Requirements:

In addition to the specialized experience requirements for this position, applicants must meet the Education Requirements described below:
401 - Biologist
A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
-OR-
B. Combination of education and experience: Courses equivalent to a major, as shown in "A" above, plus appropriate experience or additional education.
1301 - Physical Scientist
A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
-OR-
B. Combination of education and experience: education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
101 - Social Scientist
A. Degree:behavioral or social science; or related disciplines appropriate to the position.
-OR-
B. Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
-OR-
C. Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
(2) Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience:
1. Identifying, conducting, or procuring environmental studies to support NEPA documents or other organizational needs.
2. Coordinating, directing, or leading scientific professionals engaged in the identification, conduct, or procurement of environmental studies.
3. Monitoring environmental study contracts, to include reviewing products for scientific quality, integrity, and responsiveness to contract requirements.
