Duties
Joining Customs & Border Protection (CBP), Immediate Office of the Executive Assistant Commissioner, will allow you to utilize your expertise to act as a Senior Advisor to management assessing the productivity, effectiveness, and efficiency of Enterprise Services human capital efforts resolving complex problems related to position management, staffing, and placement, performance management, awards, and worker's compensation. This position starts at a salary of $99,401.00 (GS-13, Step 1) to $129,219.00 (GS-13, Step 10) with promotion potential to $151,308 (GS-13 Step 10). Typical work assignments include:
Advising on changes to organizational structures, organizational charts, and mission and function statements to implement reorganizations, or changes in program administration, to reduce or eliminate functional overlap among the assigned programs.
Facilitating the effective filling of vacancies coordinating between assigned offices and CBP's Office of Human Resources Management (HRM) Hiring Center.
Using a high degree of independent judgment to develop comprehensive long-range hiring plans (required positions based on projected turnover, losses, program changes, etc.) for offices under ASD purview.
Persuading senior managers to accept and implement hiring plan recommendations, tactfully addressing resistance that arises due to competing objectives and resource problems, e.g., hiring freezes.
Providing analytical support on a variety of personnel programs in support of the Human Capital mission, to include: Performance Management Program; Awards Program; Use of the Collective Bargaining Agreement; and Workers Compensation Program.
Qualifications
Specialized Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
Contributing to the optimum organization and distribution of functions, organizational structure, and staffing of activities.
Coordinating recruitment requests and HRM and updating revisions and/or clarifications resolving processing, recruitment, reporting, and other staffing issues.
Working with budget ensuring that position and funding ceilings are not exceeded and employment requirements are continuously reviewed.
Overseeing performance management administration throughout the offices serviced.
Evaluating successful implementation and compliance of the awards program providing senior level reporting on overall program effectiveness.

You must:
Meet all qualification requirements, including education if applicable to this position, subject to verification at any stage of the application process; and
Meet all applicable Time in Grade requirements (current federal employees must have served 52 weeks at the next lower grade or equivalent grade band in the federal service) by 12/08/2023.

Probationary Period: All employees new to the federal government must serve a one year probationary period during the first year of his/her initial permanent federal appointment to determine fitness for continued employment.
