The Defense Technical Information Center (DTIC) is the central facility for the acquisition, preservation, protection, retrieval, and dissemination of scientific and technical information supporting the Research and Engineering (R&E) needs of the Department of Defense, as well as federal and industry partners. DTIC ensures the innovation and knowledge stemming from DoD's past and current investment in science and technology (S&T) forms the building blocks for the next generation of discovery.

Duties

Serves as the Defense Technical Information Center's point of contact and program manager for a wide variety of personnel management functions and analysis of related management and personnel issues Serves as the primary analyst over a complete range of payroll procedures, civilian pay audit readiness and administrative work processes Plans and manages the implementation of DTIC's Telework, Professional Development, and management of DTIC Portal HR content and the analysis of other management or training issues in support of the DTIC Reviews internal procedures, standards, and work processes for compliance with regulatory guidance; Develops new strategies for researching the future professional development needs of DTIC's workforce Responsible for monitoring and resolving problems relating to assigned program areas, recommending course of actions to preclude reoccurrences

Qualifications

Time in Grade: For entry at the GS-12 level, status applicants must have served 52 weeks as a GS-11 or higher grade in the Federal Service. Specialized experience: One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade, GS-11, in the Federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as experience utilizing a payroll system, such as Defense Agencies Initiative (DAI), the Defense Civilian Payroll System (DCPS), the Defense and Financial Accounting System (DFAS) payroll and Remedy system as required to process pay and leave actions; analyzing discrepancies and recommending solutions to payroll, leave, and benefit issues; and administering civilian personnel policies in any of the following areas (time and attendance, training, telework, audit readiness) to provide managers with advice, guidance, and recommendations to resolve issues. In addition to meeting the specialized experience requirements, qualified applicants must also possess the quality of experience as it relates to how closely or to what extent an applicant's background, recency of experience, education, and training are relevant to the duties and responsibilities of the announced position. Candidates must clearly demonstrate the possession of knowledge, skills and abilities, or competencies necessary to successfully perform the work of the position at the appropriate level to be qualified for the position. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Qualification and time-in-grade requirements must be met within 30 days after the closing date of this announcement.
